About US:
The USAID funded Regional Health Integration to Enhance Services – North, Lango Project (RHITES-N, Lango) is operating in the nine districts of the Lango sub-region of northern Uganda (Alebtong, Amolatar, Apac, Dokolo, Kole, Kwania, Lira, Otuke and Oyam). RHITES-N, Lango will increase the effective use of sustainable health services in the region. The Project is led by John Snow, Inc. in partnership with African Medical and Research Foundation (Amref), Doctors with Africa (CUAMM), The Medical Concierge Group (TMCG) and Another Option. The project will contribute to measurable improvements in key Ugandan national health indicators (HIV; tuberculosis [TB]; malaria, maternal, newborn, and child health [MNCH]; family planning [FP]; water, sanitation, and hygiene [WASH]; and nutrition). The USAID RHITES N, Lango Project, in partnership with Ministry of Health, Lira Regional Referral Hospital (LRRH) wishes to re-advertise for the following positions that were run in the New Vision Newspaper of March 11, 2019. USAID RHITES-N, Lango will facilitate the recruitment of qualified Ugandans on behalf of Lira RRH. The hospital is a 400 bed hospital situated in Lira Municipality in Lira town with a catchment population of about 2.3 million people. It is a referral facility offering both specialized and general services.
Key Duties and Responsibilities:
- Supports the hospital and facility records team and RHITES-N, Lango to collect, analyze and report health indicators in a timely manner and ensuring that the hospital staff and project are provided with timely, accurate and reliable information generated through the hospital’s M&E system
- Ensure M&E technical assistance is available and provided at all times to all departments in the hospital.
- Facilitate the interpretation and use of M&E data, through the monthly / quarterly hospital review meetings.
- Participate in analyzing and writing of monthly, quarterly, semiannual and annual programmatic hospital performance reports and their submission in stipulated deadlines
- Support the different units and the hospital records team to ensure timely and accurate entry of reports into the electronic data bases
- Facilitate data auditing and verification to assure internal consistency and validity of hospital activity monitoring data reported by all departments, through monthly, quarterly data verification and auditing visits.
- Work with the hospital records team to ensure the data reported in DHIS2 is accurate and timely.
- Facilitate review of progress on monthly, and quarterly basis: problem solving and development of remedial actions ensuring any disparity between planned and actual outputs are addressed
- Encourage, and promote display of results at the various clinical units at the hospital
- Offer guidance and support to the hospital staff in the implementation of monitoring tools, which will include, but not be limited to, data collection, analysis and reporting on program indicators:
- Support the coordination and execution of events in the hospital such as, organizational learning by developing, collecting and disseminating relevant information on monitoring, evaluation and research.
- Assist in the implementation of community surveys such as LQAS, and other studies as required
- Leads and supports data quality assessment and assurance activities at the hospital
- Provide technical support to the data officers in ensuring implementation of electronic data management systems. The electronic patient management systems include, but not limited to Uganda EMR
- Supervise the data officer and the entire data team at the hospital
- Perform any other duties assigned by the supervisor
Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s degree in Statistics, Quantitative Economics, Computer Science or related field or qualification in Monitoring and Evaluation (M&E) or relevant field; an advanced degree will be an added advantage.
- At least five years’ experience in M&E for international donor funded projects, preferably including experience with USAID-funded projects:
- Thorough familiarity with the Uganda MOH HMIS system using the DHSI2.
- Thorough familiarity with the Uganda EMR.
- Broad knowledge and understanding of USAID and PEPFAR expectations and trends for monitoring and evaluation.
- Previous experience of working with international NGOs, MOH, district administration, public health facilities will be an advantage.
- Ability to work independently with minimal supervision
- Practical experience in working with routine health information systems at the facility, district and national level.
- Excellent verbal and written communications skills in English, including the capacity to prepare and deliver formal presentations on programs and results
- Excellent data analysis skills and ability to think concisely, critically as well as distill information to lay audience
- Good analytical thinking and ability to interpret public health and epidemiological data.
- Excellent working knowledge of major databases and analytical programs including MS Access, MS Excel, Uganda EMR, DHIS2.
- Good training skills
- Able to work under pressure
- Excellent interpersonal, teamwork, and mentoring skills:
- Demonstrates adaptability and flexibility in all aspects of working
