For over 20 years, Marie Stopes Uganda (MSU) has been working to provide voluntary family planning (FP) services to thousands of men and women across the country. MSU is the largest, most specialized private FP and reproductive health (RH) organization working in every district of Uganda with approximately 30% of modern contraceptive market share.

Job Summary:  The Procurement Manager will advance compliance and value for money through effective procurement of goods and services, and effective distribution of those products across all MSUG’s service delivery channels and operations nationwide. In managing this key area of organizational risk, s/he will develop effective policies, strategies and systems that deliver cost effective, donor compliant, high quality and timely procurements for MSUG.

Key Duties and Responsibilities: 

Manage the procurement function in Marie Stopes Ltd (MSUG) including day to day supervision of the procurement department team.

  • Plan and co-ordinate the movement of supplies to ensure service delivery and cost savings.
  • Ensure procurement transactions are carried out in accordance with MSI, MSUG and donor financial guidelines, policies and procedures.
  • Ensure value for money based on the application of best practices. Oversee the maintenance of a database of suppliers including prices, offerings and the quality of their previous service with MSUG according to the established key performance indicators (KPIs)

Empowering and effective leadership of a team providing all procurement management to support all departments.

  • Clear and inspirational leadership to create a mutually supportive, motivated and trusted team developing individual and collective strengths while understanding the limits of their respective authority areas
  • Day to day management and supervision for excellent planning and accountability across internal and external teams.
  • Clear plans communicated internally and externally to all MSUG teams
  • Individual performance management to nurture skills and address weakness
  • Budget oversight and management of annual procurement plan

Development, implementation and oversight of excellent procurement systems and practices.

  • Development and delivery of strategy, procedures and systems that result in risk management, efficiencies and value for money
  • Annual business plan in relation to strategy
  • Communication and roll out of agreed processes including training and development as necessary
  • Oversight of excellent and fraud-free procurement activities Monitoring and reporting on progress to Director of Corporate Services
  • Manage the preferred supplier procurement process.
  • Manage communications and relationships with stakeholders
  • Proactively forge relationships with other MSUG country programmes, Regional Offices and other agencies to establish and realize the benefits of a more strategic approach.
  • Establish relationships, communicate and build capacity of other units within the MSUG on the procurement function role. Represent the MSUG in dealing with suppliers and service providers; foster and preserve an image of integrity and courtesy. Secretary to the Procurement Committee providing policy and technical advice on all aspects of the supply chain.
  • Promote integration of procurement activities across MSUG

Qualifications, Skills and Experience: 

  • The applicant must hold a Bachelor’s degree in Procurement, Logistics, Business Administration, or Supply Chain Management is essential. Advanced University Degree (Master’s Degree or equivalent) in Procurement, Supply Chain Management, Business Administration, Commerce, Economics, or related field is preferred.
  • CIPS certification highly desirable
  • Five years of progressively responsible experience in the delivery and management of procurement and supply chain services.
  • At least five years of  experience, working at a senior level in a similar role in a reputable organisation or in supply chain Experience and thorough knowledge of management gained from working with similar organizations
  • Proven leadership and management skills that motivate performing teams and encourage innovation and creativity Ability to perform under pressure, handle heavy workloads and meeting stringent reporting deadlines
  • Excellent communication skills for negotiation and conflict resolution
  • Strategic thinker with excellent analytical skills and ability to communicate effectively at all levels.
  • Knowledge of logistics and assets management is an added advantage.
  • Proficient in the use of computer applications and systems.
  • Fluency in both verbal and written English is essential.
