Job Title: Finance Officer (Several Pool Jobs)

Duty Station: Kampala, Arua, Moroto and Fort Portal, Uganda
Salary: UGX 4,000,000 and UGX 4,500,000
About US:
Enabel (Belgian development agency, formerly BTC), together with different Government Ministries, are implementing the bilateral co-operation between Uganda & Belgium.
Key Duties and Responsibilities:
Financial Management
- Ensures all invoices from external parties (contractors, suppliers,…) are paid in time, by bank transfer, cheque, mobile money or cash and arrange those documents by date.
- Being responsible for banking, cheque and cash management (prepare, register and tile)
- Follow up on all financial transactions, maintain bank and mobile money accounts and ensure monthly account statements and overviews
- Take responsibility for the cash flow management; this includes regular cash counts, verification of balance of cash book and cash-on-hand, solving imbalances, establishing and signing of cash count statements.
- Ensure liquidation of any internal advances and update advances outstanding by the end of each month and report accordingly to the Finance Controller
- Be responsible for sound cash planning & cash withdrawals, in order to avoid cash shortages or large amounts of cash left in the sale (security issue).
Accounting
- Ensure quality and completeness of justification and supporting accounting documents of all expenses following the set guidelines;
- Record all project expenses properly in the adequate accounting system, following the set guidelines and within the required deadlines;
- Make all necessary corrections and make all preparations for the monthly closing of the accounting.
- Ensure monthly accounting and financial (bank, cash, mobile money) statements are balanced:
- Ensure accounting coding and budgeting lines are correct;
- Produce accounting statements for checking and control by the management (financial controller and/or International finance and contracting coordinator);
- Keep track of accounting data by putting reference on the specific documents on a monthly basis;
- Be responsible for the transparent and consistent tiling of all accounting, banking and cash management documents.
Budgeting and Financial planning
- Provide all necessary accounting data and information to the managers for them to be able to follow up on execution, budgeting and planning.
- Assist the Financial Controller and international and Contracting Coordinator in the elaboration of reports, budgets and plans.
Human Resource Management
- Prepare staff payrolls for bank transfers at the end of each month
- Support HRM matters to Central Level in Kampala (leaves, files, payments,.. .)
- Facilitating the roll out of Enabels administrative and financial procedures for (new) staff
- Grant Financial and Administrative follow up
- Provide support in the review of budgets/concepts/ fully fledged proposals for different calls
- Participate actively in organizing meetings. workshops or seminars for the grantees including procurement of conference services, meals, venue etc.
- Carry out routine (monthly and spot checks) monitoring of grantees and their partners a
- Ensure the monitoring checklists are fully completed. signed and properly tilled.
- Support grantees during reporting processes to ensure submission (accurate and complete) of timely reports by grantees including verification, review, quality checks of financial reports. expenses and supporting documents in line with Enabel set guidelines
- Review quarterly (financial and technical) reports from grants to Kampala for disbursements within the period specified in the RACl using, approving and filing the financial (and technical appraisal) checklist
- Assist in proper (accurate, complete, accessible! referenced) tiling of all grantees reports and supporting documents on a quarterly basis.
- Identify capacity building needs of partners on financial management, accounting, procurement and asset management as well as financial reporting.
- Perform any other tasks of a similar nature that may be prescribed from time to time.
Qualifications, Skills and Experience:
- The ideal candidate for the Enabel Finance Officer job must hold a Bachelor’s Degree in Business Administration, Accounting, Commerce;
- Additional qualification in CPA and ACCA is of an added advantage;
- At least five years’ experience in accounting and project administration;
- Very good hands-on knowledge of Excel and Word are essential. Other programs (Database, accounting or ERP programs) will be considered a strong advantage;
- Team player, yet able to work independent;
- Able to work under stressful conditions and with no objections to undertaking missions.
- Work experience in international (Development) Organisations and Agencies in fields of Grants management is an advantage
- High level of integrity in handling the organizations resources (financial and physical resources);

Personal Competences:
- Very good hands-on knowledge of Excel and Word are essential, other programs (Database. accounting programs) will be considered a strong advantage;
- Work independently, organized and cope with a positive attitude to stressful situations;
- Very good knowledge of English.
