Job Summary: The Livelihoods and Food Security (LFS) Specialist should be able to provide strategic direction, Identify country programme priorities, problems and challenges from a Livelihoods and Food Security perspective and adopt a problem solving approach, in collaboration with other core competencies, support departments, and senior management.

Key Duties and Responsibilities: 

  • Keep up to date on the livelihoods and food security situation of NRC’s target groups in Uganda and communicate changes or alerts in a timely manner to the Country Management Team.
  • Lead on assessment, design and analysis for LFS and multi-sectoral needs or other assessments;
  • Support and contribute to multi sector / integrated response analysis and programme design;
  • Assist and contribute to the LFS Refugee Response Plans (RRP) design and analysis;
  • Assess and analyse the national and regional level context, identify constraints, opportunities, and priorities for the LFS core competency and ensure these are reflected in the LFS Strategy for NRC Uganda;
  • Identify, monitor and evaluate risks, constraints and technical issues related to the implementation of Livelihoods and Food Security activities, and communicate them appropriately for timely action by relevant managers;
  • Enable and guide the mainstreaming of gender, disability, protection and environment into the LFS CC strategy, project designs and operational practices;
  • Lead on LFS components of concept notes, proposals and budget development;
  • Support in quality checks of LFS narrative and financial donor reports before submission;
  • Support and contribute to multi sector proposal and budget developments;
  • Support and contribute to multi sector donor reports, narrative and financial;
  • Identify relevant donor opportunities relevant to the country programme;
  • Represent NRC Uganda LFS CC in relevant networks and coordination fora, at relevant Consortium Technical Working Group meetings and others as requested;
  • Promote a culture of shared learning within the LFS core competency and across core competencies.

Qualifications, Skills and Experience:

  • The applicant for the Norwegian Refugee Council (NRC) Livelihoods and Food Security (LFS) Specialist job placement should hold a Bachelor’s degree
  • At least four years of experience at Programme Manager or similar level within Food Security and/or Livelihoods programming in a humanitarian/ recovery context;
  • Solid experience form managing and implementing livelihoods and food security related responses including cash based programming, in both volatile and recovery contexts;
  • Highly experienced in programme management associated to food assistance and socio economic recovery, particularly relating to business development and mentoring, financial inclusion and employment support including apprenticeship schemes;
  • Strong capacity in leading proposal development;
  • Documented experience working with donors and conversant with their technical frameworks, strategic priorities and reporting requirements (e.g. ECHO, WFP, Unicef, NMFA, Sida);
  • Understanding and experience of carrying out Food Security and Cash & Voucher assistance monitoring and analysis, with the ability to devise and adapt tools to context;
  • Experience from leading multi sector assessments and analysis;
  • Ability to work closely together with other field staff and across sectors;
  • High level of communication, representation, flexibility, and negotiation skills;
  • Documented results related to the position’s responsibilities;
