Forum for African Women Educationalists (FAWE) Uganda Chapter is a Non-Governmental Organization established in 1997 as part of the wider FAWE Network to address gender disparities in Education.
Job Summary: The Programme Officer shall be part of the programmes team and shall provide support in planning, budgeting and implementation of the respective Project activities in all regions of operation. She/he has to ensure that high quality work is done in the delivery of services towards achieving the objectives of the programme.
Key Duties and Responsibilities:
Planning, Budgeting and Implementation
- Lead the annual planning and budgeting for the project
- Participate and provide technical support in the general organizational planning and budgeting process
- Ensure that programme specific activities are effectively and efficiently implemented as per programme calendar
- Take lead in identifying programme requirements through research, feedback and interaction with beneficiaries and key stakeholders
- Ensuring proper follow-up of the implementation of outlined activities among different stakeholders
- Bring to the attention of the supervisor in a timely manner any issues that would affect the effective implementation of programme activities that may require urgent attention
- Prepare quality and comprehensive reports on project achievements and outcomes and submit both summary and narrative reports in a timely manner as per established reporting schedules by both the organization and the funding partner
- Ensure that whatever is planned is implemented as evidenced by the necessary reports.
- Actively participate in the project beneficiary identification process
- Ensure that day to day decisions are in line with agreed project strategy and guidelines.
Networking, Advocacy and Stakeholder Management
- Organize regular meetings with both stakeholders to foster positive relationships
- Actively participate in the designing and implementation of effective advocacy strategies
- Provide regular updates to FAWE-Uganda and relevant stakeholders on the progress of implementation of program/ project activities
- Carry out stakeholder / beneficiary relationship management and ensure harmonious relationships and partnerships between FAWE and its stakeholders/ beneficiaries
- Champion networking, advocacy and building support systems for programme sustainability within the regions of programme implementation
- Develop public relations and communication strategies to support program goals and increase awareness about the programme
Documentation, Replication and Mainstreaming
- Ensure clear documentation of project work, file and maintain all project documents in both soft and hard copy
- Prepare and submit good quality reports to the immediate supervisor in a timely manner
- Disseminate documentation / information/ reports with relevant stakeholders in line with approval from the line manager
Monitoring, Evaluation, Accountability, Research and Learning:
- Actively participate in the monitoring and support supervision of programme activities
- Identify areas requiring research for both program improvement and learning purposes
- Ensure timely and quality reporting to the organization and to the funder
People Management and Leadership
- Share relevant information / communication from management and to management and maintain an open line of communication with the team and supervisor
- Participate and make input into the performance planning and evaluation processes
- Participate and complete all trainings organized and geared towards staff capacity development
Finance, Accountability and Procurement Processes:
- Make timely requests and accountability for all funds advanced to you
- Maintain a high standard of stewardship and accountability for all funds and assets entrusted to you
- Ensure safety of all assets under your charge and report all faults to administration
Resource Mobilization
- Take lead in proposal development
- Identify potential donors, maintain and strengthen relationships with existing donors and like-minded partners
Others:
- Participate in or implement assigned projects and tasks in line with instructions from the supervisor
Qualifications, Skills and Experience:
- The ideal candidate must hold a Bachelor’s Degree in Education, Social Sciences, Social Work and Social Administration, Development Studies, Adult and Community Education or related field
- Post Graduate Training in Project Planning and Management is essential
- At least three years’ experience in programming in a reputable NGO work environment.
- Experience working on girls’ education and development issues will be of an added advantage
- Computer literacy (MS Word, Excel, Statistical Packages, and Database)
- Strong analytical skills
- Working knowledge of project planning and management
- Demonstrated capacity building skills
- High standard of integrity, discretion and loyalty
- Actively seeks out feedback on their performance (both results and behaviours) with a view to continuous learning and growing
- Self-driven and able to work under minimal supervision
- Proven ability to work effectively with others to achieve results with strong people leadership skills and abilities
- Show commitment to women empowerment as a route to development
- Build relationships –ability to establish and maintain positive working relationships with others both internally and externally to achieve the goals of the organization
- Broad knowledge and understanding of concepts and application in organizational learning and knowledge management
- Demonstrated report writing skills
- An excellent understanding of the concepts and practices of participatory development approaches
- Financial Management skills
- Excellent Communication skills
