Job Summary: The Procurement Officer will provide support to the Logistics Department in performing procurement functions following the Samaritan’s Purse, Government of Uganda /donor procurement policies and procedures. S/he will be expected to attend and participate in devotions and be an example to others through his/her faith and walk with God. S/he will be based in Kampala office but should be willing to travel to the field on a regular basis and spend some nights in the field. All applicants must agree with and uphold the values and objectives of the organization to be considered for this position.
Key Duties and Responsibilities:
- Handle procurement activities of the office according to Samaritan’s Purse, donor and Government of Uganda procurement regulations.
- Ensure all Purchase Requests are captured in the Procurement Log book.
- Send inquiries to solicit for at least three independent quotations for all requests USD 500 and above from reputable vendors using acceptable competitive bidding procedures.
- On behalf of Samaritan’s Purse, negotiate favorable terms with vendors and service providers and ensure best available prices & quality.
- Compile a detailed Quote Analysis relevant authorities for review and approval. Where necessary, send copies of the quotations and quote Analysis to Project Managers, Field Base Managers or Area Coordinators for verification and review.
- Following approval of the Quote analysis, draft and prepare a Local Purchase Order (LPO) or Contract for the successful bidder for review by the Procurement Coordinator. Maintain close communication with the vendor/supplier to ensure prompt delivery and keep requesting staff informed on progress of procurement.
- Following receipt of goods, attach all procurement documentation and prepare payment request.
- Work with the relevant officials at Kampala Base and Field Base staff to arrange safe transportation and delivery of supplies to field office locations including copies of relevant documentations for field records. Ensure that copies of the signed delivery notes, way bills to Field bases are brought back to the office and filed.
- Prepare purchase orders for goods, services and works.
- Prepare procurement related payment requests and submit for review and approval by the relevant authorities.
- Work with the Procurement Coordinator to maintain and update a list of Samaritan’s Purse approved vendors and ensure all documentations i.e. company profiles, registration certificates etc. from the vendors are on file.
- Provide the information required by the Procurement Coordinator to weekly update the procurement status tracking matrix and to be ready for submission every Fridays.
- Deliver and pick up procurement documents to and from the different offices.
- Maintain accurate and up- to-date records for all relevant procurement activities, enabling tracking and cross-checking of requests.
- Working with the Logistics Manager, facilitate customs clearance for goods ear marked for SP Kampala.
- As assigned by supervisor, perform other tasks, which are commensurate with his/her level in the organization.
Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s Degree in Procurement and Supply Chain Management, Business administration, or other business related disciplines.
- At least two years’ experience in handling procurement or logistics preferably with NGOs or other reputable organizations. A good knowledge of various donor and Government of Uganda procurement regulations (e.g. PPDA, USAID, EU, DFID, UN, etc.) is an added advantage.
- Computer literacy i.e. proficient in Ms Office packages (Excel, Word, and PowerPoint), proactive, resourceful, solutions and results- oriented with strong negotiation, communication, and relationship building skills.
- S/he should be dynamic and able to work with teams.
