Job Summary: The Regional Fellowship Scheme Officer will support the Fleming Fund Regional Coordinator (in the Regional Hub office) and Fellowship Coordinator (in London), providing management of the Fleming Fellowship Scheme across their region. The role will require the position holder to spend up to 40% of their time travelling, primarily to Fleming Fund countries in their region for placement of fellowships, on-site verification, and partner liaison.
Key Duties and Responsibilities:
- Provide support in design of the Fellowship Terms of Reference by participating in Country needs-assessments to produce a country specific Fellowship Terms of Reference
- Managing the process of developing, publishing, and evaluating calls for Fellowship applications.
- Reviewing Fellowship applications, Fellowship Work plans and Collaborative Project Plans, making recommendations for approval which represent good value for money.
- Organising Fellowship workshops and assist in development of Fellowship work plans.
- Coordinating with the Regional teams to ensure alignment of Fellowship Scheme activities with country grant investments.
- Monitoring of activities delivered by Host Institutions and reporting problems and issues to the Fellowship Coordinator and Regional coordinator.
- Organising and assisting with national and regional workshops, meetings or networking events to ensure Fellows are supported to collaborate across countries, regions and disciplines.
- Being a first point of contact for Fellows, Beneficiary Institutions and Host Institutions in their region.
- Ensuring Host Institutions are supported to plan and deliver activities that will lead to effective professional development of Fellows and the strengthening of Beneficiary Institutions, and that activities are planned and delivered to maximise value for money.
- Identifying needs for technical assistance (TA) to support effective planning and delivery of the Fleming Fellowship Scheme. This may include working with Regional Coordinators to write terms of reference, delivering TA directly or identifying suitable expertise, and quality assuring outputs.
- Supporting the design and delivery of cross regional activities such as occasional ‘global level’ Fleming Fellowship Scheme learning and networking events.
- Being the Fleming Fellowship Scheme’s main point of contact within the region.
- Consolidated reporting to the UK office on Fleming Fellowship Scheme activities across countries in their region.
- Representing the Fleming Fellowship Scheme as required at meetings, workshops and conferences.
Qualifications, Skills and Experience:
- The applicant must hold a Degree in adult education, public health or similar, or professional experience proving equivalent experience.
- Organisational / project management
- Working with multiple stakeholders across countries.
- Quality assuring activities and outputs through regular monitoring
- Trouble shooting and problem-solving.
- Experience in monitoring and evaluating programmes.
- Excellent communication, interpersonal and teamwork skills.
- Able to multi task and maintain a critical overview of interrelated tasks, projects and issues, ensuring delivery according to targets and timelines.
- Able to provide constructive and timely feedback in a diplomatic way to improve the quality of outputs.
- Demonstrated ability to work collaboratively: communicating, building relationships and influencing effectively with colleagues, clients and stakeholders.
- Strong problem-solving skills and ability to analyse problems and select remedies and opportunities.·

Desirable
- Higher education (post graduate degree) in adult education, public health or similar.
- Post-graduate Certificate in Learning and Teaching, or similar
- Monitoring and evaluation
- Designing and/or delivering education/professional development activities would be considered an asset.
- Managing, supporting and evaluating the delivery of education/ professional development activities would be advantageous.·
- Experience of managing calls for funding and reviewing applications.
- Ability to work in other languages would be considered an asset, with French language for West Africa.
