Reports to: SPOT Program Manager

Starting Salary: UGX 2,208,949 monthly gross

Key Duties and Responsibilities: 

Spearhead the development and implementation of SPOT MEAL Framework.

  • Contribute to the development of MEAL systems and processes, by implementing the MEAL framework and procedures working closely with the SPOT Project Manager.
  • Support project team develop project management tools (PM Box, mapping of actors and required databases) in close collaboration with the Project Manager and Inclusion Officers.
  • Actively contribute to the design and execution of situational analyses, baseline surveys, follow up assessments and special research related to the project.
  • Ensure M&E tools, especially data collection tools, and processes are understood and used accordingly by Inclusion Officers.
  • Ensure team adherence to the project specified monitoring and reporting requirements.
  • Analyse data for accuracy; flag validation and quality issues, and contribute to system fixes.
  • Participate in the development and implementation of HI’s accountability processes
  • Contribute to planning and execution of knowledge management processes as required.

Ensure strict project monitoring in relation to expected targets and objectives.

  • Contribute to monitoring the relevancy of the interventions in relation to HI’s mandate in the SPOT consortium, and approaches used and the context of intervention.
  • Keep track of the project monitoring and evaluation schedules and strict adherence to specified procedures.
  • Maintain use of existing indicator tracking tools: develop databases and tracking templates as needed to demonstrate the effectiveness of project interventions.
  • Undertake regular visits to field locations together with Inclusion Officers to support execution of required monitoring and evaluation processes.
  • Establish a good communication and collaboration with Inclusion Officers towards a sound project monitoring of intervention outputs.

Actively contribute to MEAL Data Management

  • Collect good quality monitoring data in a timely manner and organize data collected for reporting to Project Manager.
  • Compile and provide analytical outputs to compile program technical reports. Create and integrate graphics in reports and information products to help visualize data in a meaningful way.
  • Participate actively in the improvement of the Information Management System according to project and management needs.
  • Support integration of Washington group questions into partners and health facilities information management tools.
  • Conduct regular field process monitoring, quality assessments and data validation. Provide feedbacks and recommendations for timely improvements.
  • Ensure confidentiality and security of data management according to HI standards.
  • Actively participate in planning and facilitating knowledge sharing and learning activities including project reviews and learning events.

Demonstrate of ethics, safe, secure and professional practices

  • To show professional ethics, respect and promote Humanity & Inclusion mandate and values at all times
  • To respect the Humanity & Inclusion protection of children policy, the protection of beneficiaries from sexual exploitation and abuse policy, the anti-fraud bribery and corruption policy and report to your line manager any non-respect of HI’s policies amongst the teams or partners.
  • Ensure the strict application of the rules including the code of conduct;
  • Demonstrate ethical and professional practice;
  • Report any incident in which s/he’s involved/witnessed immediately;
  • To report any incident or act that causes any harm to beneficiary or to others

Other Responsibilities:

  • Representation and Coordination;
  • Participate in weekly team meetings;
  • Any other tasks deemed necessary by the line manager

Qualifications, Skills and Experience: 

  • The ideal candidate for the Handicap International (Humanity & Inclusion) MEAL Officer job must have an academic background within fields of Statistics, Management, Social Sciences, Demography, Population Studies, Development Studies and other related fields.
  • Training in Project Monitoring and Evaluations.
  • Two years of working in the monitoring and evaluation role involving designing, implementation, analysis and research.
  • Two years of experience working with MHPSS related projects.
  • Experience of supporting and promoting learning and action in an Organisational context.
  • Experience working in multi Organisational context, with partners, stakeholders and beneficiaries.
  • Experience of analyzing both quantitative and qualitative data and drawing appropriate conclusions.
  • Strong experience in developing databases and making data entries.
  • Experience writing sound reports.
  • Demonstrated understanding of monitoring and evaluation principles and practices.
  • Excellent research skills including quantitative and qualitative research methodologies

Competencies:

  • Ability to perform data analysis using: Excel, SPSS EPI Info or similar data analysis software.
  • Perfect fluency in English: written and spoken and strong writing skills;
  • Very familiar with advanced computer skills: Word processing, Excel, Power Point and databases
  • Familiarity identifying and compiling project: lessons learned success stories and case studies.
  • Use of participatory research approaches
  • Capacity building, training and coaching skills

Personal Qualities

  • Ability to work under high pressure.
  • Ability and willingness to regularly travel to field sites.
  • Strong interpersonal and intercultural skills
  • Good communication and networking skills
  • Strong interest in the fields related to HI mandate
