Starting Salary: UGX 2,208,949 monthly gross

Job Summary: The finance officer, will ensure the smooth implementation of Finance Resources Management for Humanity & Inclusion Arua field office.
Key Duties and Responsibilities:
Financial Administration
- Make sure that all finance processes are followed by the support team
- Ensure the follow up of archive and the regular transfer to the coordination department in Kampala
- Ensure adequate filling of the financial documents
- Ensure the compliance of all the contract signed (in close relation with the coordination team)
- Follow up of all contract on the base
- Ensure that the administrative organisation is relevant with the mission needs
Accounting at the base level
- Check that Purchase Service Requests and Commitment of Authorisations are properly filled and accomplish (GAP code, designation, budget lines, signatures and validation…)
- Ensure the validity of the invoices (quality of invoices, validation)
- Computerize, on daily basis, cash and bank expenditures in Navision software
- Carry out cash / bank reconciliation.
- Support in the monthly VAT declaration
- Make sure the scanning of all the accounting folder had been done before sending original copies to capital.
- Prepare the monthly sending to the coordination for checking (original invoices)
Ensure financial follow up and forecast
- Ensure compliance with HI internal accounting and financial procedures and donor regulations
- Train the project team in order to obtain a realistic budget, accurate codification of expenditures and sound financial management of the project
- Ensure quality of accountancy analytical coding
- Prepare and disseminate Budget follow up, support budget holder on reading it
- Support project in drafting, monthly/quarterly/annually budget forecast
- Ensure compliance with the financial regulations set forth in partner contracts and support project teams in partner training and monitoring with regard to the introduction and application of accounting and financial procedures
Cash flow management
- Ensure cash flow forecast are prepared and sent to coordination in time
- Follow up Arua’s bank account and avoid shortage in West Nile office
- Implement procedures of expenditure and cash flow process in West Nile process (including advance reconciliation)
- Weekly count the petty cash box
Managing Financial team and participating to Senior Management Team in Arua
- Train his/her teams (except for managers, if applicable)
- Supervise and lead the base finance team, set objectives and evaluate the results and staff under supervision
- Check his/her teams’ levels of training
- Set up communication and coordination mechanisms for his/her team
- Participate to meeting with all staffs and SMT meeting at Arua’s level
- Advise, support and report any issue/challenge to field coordinator
Qualifications, Skills and Experience:
- The ideal candidate for the Handicap International (Humanity & Inclusion) Finance Officer job must hold a University degree in Finance, Accounting or Economics;
- At least two years of experience in a similar position;
- Professional qualification as a CMA/CPA is an added advantage
- Previous experience with an NGO;
- Good computer Skills
- Advanced MS Excel skills;
- Familiar with MS Office (Word, Excel) and internet;
Competencies:
- Solid knowledge of financial and accounting procedures and principles;
- Experience using financial software;
- Knowledge of tax regulations in the country;
- Excellent analytical and numerical skills;
Personal Qualities
- Time management skills;
- Strong ethics, with an ability to manage confidential data;
- Ability to work under high pressure;
- Good coordination skills;
