About GOAL Uganda:

First operational in Uganda in 1979, the current country programme focuses on Health (including WASH, Health Accountability and Nutrition programming); and a market-based systems approach to improving agricultural livelihoods and WASH. GOAL Uganda mainstreams HIV, gender, child protection social behaviour change and resilience strategies across all programming. GOAL works on a district focused approach and uses a mixture of direct implementation and partnerships with national and international civil society organizations, local government, the private sector and communities to give effect to our mission. GOAL Uganda has a skilled team of approximately 100 personnel and manages an annual operating budget of approximately €8.7 million (2018). GOAL is currently operational in the North, South, East and West of Uganda with six established offices in Kampala, Lira, Bugiri, Abim, Kaabong and Agago Districts. GOAL Uganda country programme is funded by a number of donors who include Mastercard, Charity: water, Irish Aid and a number of small foundations.

DYNAMIC  commenced in 2015 and is a five-year Mastercard Foundation supported program with a budget of $21.3M operating across nine districts of Northern Uganda with the objective of increasing the employment, income and resilience of 125,000 out of school young people aged 15-24-years. The program is being implemented in consortium with Mercy Corps, Restless Development and Voluntary Services Overseas, and in partnership with private and public partners. The program focuses on four key pillars; strengthening youth involvement in off-farm enterprises, linking youth farmers to markets, providing youth with access to market-based learning and information, along with access to formal and non-formal financial services.

Job Summary:  The Senior Financial Accountant will line manage three finance staff and play a central role in the financial management, internal controls, financial reporting requirements, coordination and handling of financial matters arising from the consortia partners under the DYNAMIC Programme.  In particular the successful candidate will ensure timely submission of monthly reports to Kampala Office and receipt of financial reports from consortia partner to allow timely preparation of Management Accounts and Donor Reporting and other ad hoc reporting to relevant authorities. As a key member of the Project Management Unit (PMU), the Financial Accountant will contribute to the overall implementation and running of the DYNAMIC programme.

Key Duties and Responsibilities: 

Supervision of DYNAMIC Finance Team

  • Ensure job descriptions of the finance team members are outlined, updated and timely communicated;
  • Conduct six monthly performance appraisals of the finance team under the PMU
  • Identify personnel development plans for the finance team members and ensure follow through;
  • Oversee training and capacity building of finance staff under the PMU;
  • Deal with any disciplinary or personnel issues in the team as required by the organisational Policy.

Oversee Financial Management across the program implementation fields;

  • Ensure proper financial systems are in place and being followed to record and report field office expenditure;
  • Ensure compliance with accounting procedures and policies and actively monitor internal controls to minimize risk to the organization. In particular ensure appropriate cash management procedures are in place and operating effectively;
  • Oversee all cash management, including regular cash counts and timely preparation of monthly cash projections;
  • Monitoring actual expenditure against approved budget
  • Monitor and ensure programme and administrative spending on budgets are in line with the agreed budget and within donor acceptable variances using the Budget Monitoring Tool (BMT)
  • Review programme budgets and identify potential programme under or over-spends and liaise with PD / FC and donors as to the required action needed (eg. No-cost extensions, budget re-allocations, etc)
  • Manage the BMT Process and conduct monthly BMT meetings

Oversee other Consortia Partners Grants Management

  • Review of consortia partners’ reports to ensure they are in line with the approved budget and donor prior to disbursement of funds;
  • Review all partners finance reports and following up on any queries before forwarding to AFC/FC for approval;
  • Coordinating quarterly disburse of funds and any amendments to contracts to the finance partners
  • Completing verification checks on partner expenditure per their finance reports
  • Timely updating of grants disbursements tracker;
  • Handling of queries relating to financial management raised by the implementing consortia partners;

Financial Lead for Donor Reporting

  • Timely preparation of quarterly donor financial reports in line with donor guidelines & regulations for submission to HQ;
  • Timely scanning of the required supporting documents for submission to the donor;
  • Responding to any queries relating to financial reporting with the donor and other regulatory bodies, adhering to strict deadlines;

Facilitate Consortia Partner and Specific Project Audits

  • Facilitate timely completion of consortia partner and specific project audits;
  • Liaise with consortia partners regarding the audit of external audits as stipulated in the grant agreements.
  • Track timely completion and provide support as required on any audit issues identified

Qualifications, Skills and Experience:  

  • The GOAL International Senior Financial Accountant job placement should be a qualified accountant. ACA, ACCA, CIMA, CPA or equivalent;
  • At least three (3) years in a finance role with management responsibility with International NGOs;
  • Experience in financial management and coordination of consortia funded programmes or local partners
  • Demonstrated experience in budget management and monitoring.
  • Advanced Excel skills capable of analysing and consolidating data for management decision making and donor reporting purposes
  • Excellent communication skills in written and spoken English are essential Strong ability to work in highly pressured environment, with high levels of deliverables required on a continuous basis.
  • Ability and willingness to travel to programme field locations outside Kampala

Desirable

  • Experience with Sage or a similar accounting package
  • Experience in dealing with Master Card Funded projects;
