About URA:
The Uganda Revenue Authority (URA) was established by the Uganda Revenue Authority Statute of 1991 and set up in September of the same year as a central body for assessment and collection of specified revenue, to administer and enforce the laws relating to such revenue and to provide for related matters. This statute incorporated all the laws that were in force then regarding tax collection. The new organization (URA) amalgamated the three tax administration departments that were responsible for all the taxes collected by the Central Government of Uganda.
Job Summary: The Officer Science Investigations will carry out scientific analysis of goods, input-output coefficients and disposals of items in order to enable proper tax assessment.
Key Duties and Responsibilities:
Conduct input-out analysis on identified industries to enable proper tax assessment
- Asses sectors by analyzing data from relevant sources and proactively generate the cases for investigation
- Develop risk & target profiles and submit to the line supervisor for review
- Develop an investigation planning memorandum for further submission to the line supervisor
- Study the business and production process of the firm under investigation.
- Prepare IOR Form1 for the firm under investigation for self-declaration and submit to the supervisor for review.
- Conduct walkthroughs and trial runs of the production process taking note of activities involved as well as inputs and outputs
- Generate IOR Form1 to harmonize what has been observed during the trial run process and what the firm has declared
- Derive the input output coefficients (IOCs) for the different products and reconcile the derived input output ratios/coefficients with the respective manufacturing firms
- Prepare the report with observations and findings and submit to the line supervisor for review
Carry out scientific analysis of goods to facilitate proper tax assessment and confirm specifications for URA procurements
- Perform risk analysis on specified products in order to conduct scientific analysis
- Liaise with station heads to draw the samples, study and understand the case details
- Receive the samples and record in the register and maintain a chain of custody
- Determine the test parameters and come up with the appropriate method for analysis
- Consign samples to external laboratories in cases where analysis cannot be carried out internally and also for comparability
- Prepare samples, carryout analysis and document the results
- Prepare an interpretation report of the analysis and submit to the line supervisor for review
Conduct the assessment of goods for disposal in order to determine status, quantities, values and method of disposal
- Plan for the disposal detailing the activities to be executed and submit to the line supervisor for approval
- Carry out joint inspections of the items to be disposed of and make a report with recommendations to the line supervisor for further management
- Prepare a Goods Received Note (GRN) or certificate of destruction
- Liaise and make consultations with the relevant stakeholders on the most appropriate method of disposal
- Follow up to verify the actual goods destroyed and ensure the destruction certificate is signed by all relevant parties
- Asses and compute the current values of goods for disposal
Qualifications, Skills and Experience:
- The applicants for the Uganda Revenue Authority (URA) Officer Science Investigations job opportunities should hold a Bachelor’s Degree in Science related field
- Training in ISO17425, Laboratory practices, operation of analytical instruments, scientific data analysis and interpretation, method validation, safety techniques is desired
- Knowledge of ISO Standard 17025, Guidelines for competence for testing and calibration laboratories, Laboratory Quality manual, Standard operating procedures on disposals & IOCs
- Knowledge of the Harmonized System code, East African Community Customs Management Act, Tax Investigations Manual, Tax laws and any other related laws
- Two years of experience in a science related field in a reputable organization
- The job holder must demonstrate ability of building and working with teams
- S/he should have good excellent interpersonal skills
- S/he should have good communication skills.

- S/he should have good analytical skills and problem-solving ability
