About US:
The Uganda Nurses and Midwives Council is a semi-autonomous Health Professional Regulatory and supervisory body under the Ministry of Health established by Uganda Nurses and Midwives Act, 1996(CAP 276) with the mandate to set and regulate standards training and practice of Nursing and Midwifery professions in Uganda for public health safety.
Job Summary: The Procurement Officer will mainly facilitate a transparent process of procurement and disposal of Council goods and services
Key Duties and Responsibilities:
- To develop and review appropriate systems, procedures and guidelines for procurement of goods and services
- To participate in planning and budgeting processes of the Council
- To provide secretarial duties to the Contract and Evaluation Committee meetings
- To liaise with Heads of Department to identify procurement needs and develop procurement plans
- Prepare periodical reports for the procurement and disposal processes and submitting them to relevant authorities
- Liaise with suppliers and other stakeholders to ensure timely delivery of goods and services
- To liaise with the Line Supervisor and Accounting Officer in identification of persons to the various Evaluation Committees
- Provide timely advice to the Accounting Officer, Procurement and Disposal Committee and members of the Council on matters pertaining to procurement and disposal
- Evaluate procurement requirements and recommending the most appropriate procurement and disposal procedure
- Guide end users on development of procurement specifications
- To prepare draft bid documents and procurement plans and submitting them to senior management
- To organize and verify documents relating to procurement and disposal for use by the interested parties
- To compile schedules of procurement requirements
- Perform any other duty assigned from time to time
Qualifications, Skills and Experience:
- The ideal candidate should either hold a Degree in Procurement and Supply Chain Management from a recognized awarding institution OR a Bachelor’s Degree in a Non- Supply Chain Management discipline, preferably in Economics, Business Administration, or Commerce with a Post graduate Diploma in Procurement Management recognized from awarding institution
- OR Full professional qualification in supply chain management (CIPS) plus a Post Graduate Diploma in Procurement Management from a recognized awarding institution
- Certification with Chartered Institute of Procurement and Supplies is an added advantage
- Three years of experience in a busy organization;
- High level of integrity, confidentiality, integrity and ethical behavior
- Ability to work as a team player
- Ability to work under tight deadlines and pressure
- Should be knowledgeable in ICT
- Good interpersonal skills
- Market Research skills
- Time management
- Excellent communication skill both oral and written
- Ethics and integrity
