About US:
The MRC/UVRI Uganda Virus Research Unit on AIDS was established following a request in 1988 from the Uganda Government to the British Government for collaboration on the research of HIV (Human Immunodeficiency Virus) infection and AIDS (Acquired Immunodeficiency. The Unit is a center of excellence in HIV/AIDS related research. It conducts large-scale epidemiological and intervention studies, clinical trials, virological and immunological research and behavioural studies, and has generated a wealth of research results that have been used to inform policy and practice that have led to a large number of scientific publications in peer reviewed journals over time.
Job Summary: The grants officer will ensure that the external grants portfolio of the Unit is managed efficiently and accurately, including administrative management of grant contracts and budget setting from inception to completion. Maintaining accurate and up to date records on all external grants and making sure all costs and income are correctly charged to the grants. Interacting and being the main point of contact by supporting the Senior Grants Officer at the Unit for the donor organizations and project leaders regarding financial or admin queries on grants and budgets.
Key Duties and Responsibilities:
- Assists grant applicants in preparing a budget (for final review and agreement by Senior Grants Officer) and submitting the financial part of a grant application.
- Liaises with the legal department at Head office to finalize grant contracts and for final approval by DOP.
- Provides the grant holders with regular monthly financial information showing expenditures to date and projected costs until the end of the project.
- Ensures that grants recharge overheads are costed on a full economic basis.
- Sets up new grant codes and ensures that the grant holders are aware of them plus other sections in labs, operations etc. who will be charging services to them.
- Summarizes overall external income reports for monies received from outside donors for Head office and other outside bodies.
- Ensures invoices are raised on time and in line with the grant contract; follows up on outstanding debts.
- Prepares periodic financial reports & invoices to grant project heads and Donors on expenditure, fixed assets and staff salary costs.
- Ensures that all internal recharges such as mileage and cost of lab tests are entered in the MS Dynamics accounting system (Navision) for project operations.
- Prepares monthly reconciliation and Analysis of grant balances for review by the Senior Grants Officer.
- Posts all grant income onto MS Dynamics and on the Oracle accounting system.
- Maintains and ensures the safe custody of financial documents and copies of external grant contracts on file.
- Provides support during MRC or donor audits by availing requested documentation.
- Ensures all running grants are implemented as per the contract requirements e.g. filing of timesheets and any arising issues are communicated and resolved with the donor.
Qualifications, Skills and Experience:
- The ideal candidate for the Medical Research Council (MRC) UK / UVRI) Grants Officer job must hold a Bachelor’s Degree in Business Administration, or Commerce (Honours) or a related field.
- Having a part or full Professional Accountant qualification (ACCA, CIMA, CPA) an added advantage.
- Possession of Legal knowledge of contract drafting is also an advantage.
- A minimum of two years of work experience in a busy grants/international donor funded organisation working on donor reporting.
- Experience working in a medical research setting is an added advantage.
- Experience working with ERP packages, MS Office programs, office equipment (printer, fax, copier, and scanner).
- Working knowledge of MS Dynamics-Navision; Oracle ERP system
