Job Summary:  The Project Officer – Savings and Internal Lending Communities (SILC) and Livelihoods will support livelihoods programming for the Uganda Country Program within an emergency/early-recovery context in support of CRS’ South Sudanese refugee response in northern Uganda. S/he will primarily focus on SILC and Livelihoods activities across the Emergency Response Program that is supporting South Sudanese refugees in Bidibidi settlement. As a member of the livelihoods project team, s/he will assist project implementation by working directly with community members, coordinating various project activities and events in support of Catholic Relief Services’ (CRS) work to serve the poor and vulnerable, as well as managing and training SILC field agents and entrepreneurs as part of livelihoods activities. Her/his service and community relations skills ensure that the local partners and communities feed into and benefit from the project that consistently applies best practices and continuously works towards improving its impact. The SILC and Livelihoods Project  Officer will have a high level of self-initiative and use critical thinking skills to identify, report, and fill gaps. The position requires close communication and coordination with all project staff involved in the emergency response.

Key Duties and Responsibilities: 

  • Recruit SILC agents, PSPs; and facilitate establishment of SILC groups and PSPs across the project areas and keenly monitor progress of SILC groups through regular field visits, provide ongoing support to field agents who take over the facilitation of SILC groups.
  • Conduct training for the SILC field agents and Private Service Providers (PSP) on the SILC methodology as well as refresher trainings and group mentorship.
  • Support Livelihoods Project Manager to effectively develop, promote, integrate the livelihood activities with other CRS programs in Bidbidi.
  • Support Livelihoods Project Manager in the creation of linkages, setting up IGAs, alternative livelihood options, business and financial skill development and upscaling of good practices.
  • Provide support in the coordination and monitoring of SILC and livelihoods activities, ensuring implementation schedules are met as per the detailed activity plan, and that adherence to systems for quality project implementation are strengthened.
  • Work closely with Caritas Arua staff and various community stakeholders and mobilize them to ensure full involvement of community leaders, community representatives, and local government representatives in the overall implementation and improvement of project activities.
  • Support community sensitization meetings to create awareness in all the project activities including SILC, Business Skills Training, small grant activities, and business mentorship.
  • Identify technical capacity and challenges related to skills, and knowledge in the project areas for SILC Field Agents, small grant entrepreneurs and EasyAgric agents.
  • Facilitate data collection from the SILC and entrepreneur groups, ensure quality verification and entry of SILC Data in the management information system (MIS) on monthly basis and share it with the project manager and the MEAL manager.
  • Assist the Project Manager in compiling monthly, quarterly and annual SILC and Livelihoods reports
  • In coordination with the Livelihoods Project Manager, act as the Focal Point for all SILC and Livelihoods related activities: represent CRS ERP in all meetings, forums, and events related to community savings
  • Maintain a database of all trained SILC Field Agents, PSPs and entrepreneur groups.
  • Document success stories and lessons learned regarding implementation of Livelihoods activities.

Qualifications, Skills and Experience:

  • The ideal candidate for the Catholic Relief Services (CRS) Project Officer SILC and Livelihoods job should hold a Bachelor’s degree in business administration, finance, economics, international development, or a related field preferred.
  • At least two years of work or volunteer experience in community development and mobilization.
  • Computer literacy skills
  • Good observation, active listening and analysis skills with ability to make sound judgment
  • Excellent interpersonal skills and the ability to interact effectively with diverse groups
  • Highly proactive, results-oriented and service-oriented
  • English fluency, including oral and written skills, required.
