Job Summary: The Access to Justice in Natural Resources Officer implements ASF projects and activities around natural resources. He/she is also the Legal Officer for the Uganda country office. He/ she brings in a technical expertise on legal issues in natural resources governance. The Officer reports to the Coordinator of Programs, works in functional link with the AFL Department and the Knowledge Manager. He/she coordinates actions with ASF partners and ensures participation in relevant networks and forums
Key Duties and Responsibilities:
Project Management
- Prepare work plans and operational forecasts for projects under the natural resources programme
- Design and supervise implementation of ASF activities under the projects
- Prepare quarterly reports to the Coordinator of Programs
- Prepare and is responsible for financial reports and accountability on implemented activities
- Support ASF‘s partners‘ in the development and implementation of their work plans
- Centralize, store and archive all relevant documents informing the implementation of the projects
- Participate in evaluations and surveys by availing all required information
- Ensure ASF visibility throughout the projects’ management cycle Legal support
- Supervise the work of ASF-trained community-based mediators and conduct regular observation sessions of the mediation they deliver
- Facilitate peer to peer learning exchanges among mediators, including through the digital platform
- Deliver trainings and mentoring to CB mediators based on the ASF training manual
- Supervise and manage pools of Lawyers established under relevant projects ~ Support Public interested Litigation cases managed by ASF and its partners
- Monitors development in the natural resources management and provides legal analysis to inform ASF interventions
Knowledge Management
- Responsible for implementation and use of all Monitoring and Evaluation tools and devices through ASF and partners’ activities
- Collect data through all activities and encode it into ASF databases
- Assist the Knowledge Manager and the Coordinator of programs in analysing M&E data
- inject lessons learnt and knowledge gained into the project management cycle and into the formulation of new programmes
Qualifications, Skills and Experience:
- The applicant must hold an LLB (Bachelor of Laws) & PGD Legal Practice
- Must be an enrolled advocate of High Court of Uganda with valid practicing certificate
- Three years in the area of legal aid provision and project Management
- Full proficiency of the project management cycle
- Proficiency with international Human Rights norms pertaining to the management of natural resources
- Strong writing skills
- Strong interpersonal skills
- Ability to work in a multicultural team
- Computer literacy i.e. proficiency in MS Office
