About US:

The National Planning Authority (NPA) was established by an Act of Parliament No.15 of 2002 in compliance with article 125 of the Constitution of the Republic of Uganda (1995). Accordingly, it is the principal statutory agency responsible for the management of national and decentralized development planning in Uganda. The primary function of the Authority is to produce comprehensive and integrated development plans for the country elaborated in terms of the perspective Vision, Long and Medium-term Plans.

Job Summary:   The Senior Planner Science and Engineering will ensure that all matters related to the development of the Oil and Gas subsector are fully explored and integrated into the national planning process.

Key Duties and Responsibilities: 

  • Provide technical support and advice to sector MDAs and LGs on Oil and Gas planning;
  • Make timely reports/policy briefs on the status of the subsector;
  • Identify and develop topical papers for presentation to the Presidential Economic Council (PEC), publications and other fora;
  • Review and harmonise sector policies, strategies and implementation plans;
  • Study the Oil and Gas subsector to establish its status and future trends and provide technical advice on its development to contribute to economic growth;
  • Study the prevailing polices, laws, regulations, guidelines and any operating procedures that guide the subsector and identify any gaps that needs to be addressed;
  • Conduct research about the Oil and Gas industry and develop policy proposals for its development;
  • Establish challenges in the subsector and suggest possible solutions to address the same,
  • Engage with relevant stakeholders and continuously update the subsector data profiles;
  • Study government contracts and agreements in Oil and Gas exploration and production and analyse their implications on Uganda’s economy;
  • Suggest ways through which the subsector can best be developed for the benefit of the country;
  • Participate in preparation of work plans and budgets, as well as the preparation of the Authority’s Annual Report and Policy Statement;

Qualifications, Skills and Experience: 

  • The applicant must hold an Hons degree in any of the following areas; BSc. Engineering: Civil Engineering, Electrical Engineering, Mechanical Engineering, Chemical Engineering, Bachelor of Science in Industrial Chemistry or equivalent related but relevant qualifications.
  • A masters’ Degree in Mechanical Engineering, Electrical Engineering, Civil Engineering, Chemical Engineering or a closely related discipline from a recognized university;
  • Six years of experience as in Oil and Gas activities/industry and at least 4 years of which must be at Senior level in a reputable institution/ organization;
  • Must have a thorough working knowledge of public sector management, Policy development and other relevant areas like economics;
  • Must have a good understanding of the Oil and Gas sector at both national and international levels;
  • Training in managing the legal affairs of the Oil and Gas industry will be an added advantage.
  • Age: 30-55 years

Desired:

  • A PhD in a related field will be an added advantage.
  • Postgraduate training in industrial development, technology development or a closely related discipline
  • The applicant must hold a Post graduate training in Oil and Gas policy formulation or a closely related discipline will be desirable;
  • Registration with the Engineers Registration Board (ERB)

Or

  • Is a member to a professional corporate body or Association
