The Uganda Registration Services Bureau (URSB) is established as a Statutory Body under the Uganda Registration Services Bureau Act Cap. 210, Laws of Uganda 2000 Edition. The Bureau is a key player in commercial and civil registrations that facilitate private sector development and vital statistics for national planning.
Job Summary: To provide professional leadership in the acquisition, management and development of the human resource so as to achieve high morale, commitment and performance; as well as to provide administrative support in managing the facilities, utilities, fleet/logistics and suppliers for the achievement of URSB mandate and goals
Key Duties and Responsibilities:
- Advises management on human resource issues and spearheads in the development and Implementation of a human resource management and development strategy.
- Develops human resource management and administrative services policies, procedures and manuals for management’s approval, and provides guidance in their implementation and review.
- Plays a leading role in the recruitment and selection and placement of qualified and competent staff.
- Prepares employment appointment letters and contracts for new staff and those for renewal.
- Designs and runs appropriate orientation and induction programmes for all new staff of the Authority.
- Participates in the annual operating plans and budgets of URSB and ensure implementation of the same for HR and administrative services.
- Coordinates and advises on the performance appraisal of staff according to existing policy and guidelines and liaises with other heads to develop staff appraisal summery report outlining staff development and training plan for the ensuing period.
- Provides supervision of the department and carries out staff performance appraisal in accordance with the HR manual.
- Provides guidance to both management and staff on all matters pertaining to welfare, industrial and employee relations including terms and conditions of service.
- Develops and implements systems and procedures that facilitate delivery of efficient and effective office and administrative service to internal and external customer.
- Ensures that staff takes their annual and other leave entitlements as established by policy.
- Develops annual leave schedules to ensure that the business of the Bureau will not be jeopardized by several staff members taking leave at the same time.
- Ensures high level of discipline of staff and compliance with the policies and guidelines of the Bureau.
- Ensures proper management of the Bureau’s properties, machinery and equipment, fleet of vehicles, and other facilities.
- Provides leadership to the directorate staff through effective supervision and carries out staff performance appraisals in accordance with the Human Resource manual.
- Performs any other duties assigned from time to time by the Deputy Registrar –Management Services
Qualifications, Skills and Experience:
- An honors’ degree in Social Sciences, Human Resource management a related discipline.
- A Master’s degree in a Human Resource Management is an added advantage.
- At least 8 (eight) years of experience in a HR managerial position in a large and busy organization 4(four) of which should have been at senior management level
- High level of integrity
- Ability to handle multiple tasks simultaneously and meet deadlines
- Good computer literacy (MS Word, Excel, Outlook, PowerPoint)
- Knowledge of and ability to interpret labor laws
