About US:
University Research Co., LLC (URC), a US-based public health organization working in Uganda since 2005, implements the USAID’s Regional Health Integration to Enhance Services in East Central Uganda Activity (USAID’s RHITES EC). The purpose of this project is to support implementation of a comprehensive, integrated investment in regional health, HIV/AIDS and nutrition assistance. This five-year activity targets 12 districts in East-Central Uganda with an estimated total population of 4.1 million through a district-based integrated package of quality health, HIV/AIDS, nutrition and child development services.
Job Summary: The Finance and Administrative Officer is responsible for assisting in implementing the overall accounting and financial control systems for the project. S/he is also responsible for using adequate and appropriate internal controls to meet generally recognized accounting standards. This position takes leadership of all financial, administrative and operational needs of the cluster, including oversight over Cluster Finance & Program Assistants.
Key Duties and Responsibilities:
- Ensure expenses are in accordance with U.S. government regulations (expenses are reasonable, allowable and allocable), and URC policies and procedures;
- Ensure that all project-related transactions are conducted, processed and recorded as per URC system of Chart of Accounts.;
- Review Mobile Money request forms against Participant registrations / attendance forms, Approved Activity Requests (AAR), Travel Activity Budgets, and all related support documentation from the project implementing teams and tabulate the same using Microsoft office applications (Excel, Word, & PowerPoint);
- Ensure that internal controls pertaining to Online Banking & Mobile Money payments are robust and fully enforced to mitigate risks;
- As part of the finance team, ensure that URC financial management policies and procedures and USAID regulations are strictly adhered to. This includes ensuring that all USG circulars, USAID Uganda Mission policy directives and various checklists circulated are implemented;
- Oversee Cluster assigned inventory and assist in periodic inventory/ asset and stores audit and advice the Finance and Administration Director accordingly.
Qualifications, Skills and Experience:
- The applicant for the USAID Project Finance and Administrative Officer job must hold a Bachelor’s Degree in Business, Accounting, Management, or any other relevant field. With additional minimum Level 2 ACCA or CPA qualification;
- At least three (3) years of experience in the financial management;
- At least two years’ experience with QuickBooks preferred;
- Previous experience with online banking platforms especially BEYONIC is an added advantage;
- Experience working with USAID-funded projects, and with Mobile Money payments modules is a strong advantage;
- Ability to work use various Microsoft office applications;
- High level of integrity.

- ability to independently plan and execute complex tasks while addressing daily management details and remaining organized and focused on long-term deadlines and strategy,
- Proven ability to set priorities, multi-task and work collaboratively as well as independently, excellent interpersonal skills
