About US:
The Uganda Law Reform Commission is established under Article 248(1) of the Constitution of the Republic of Uganda. Its primary mandate is to study and keep under constant review the Acts and all other laws comprising the laws of Uganda with a view to making recommendations for their systematic improvement, development, modernisation and reform.
Key Duties and Responsibilities: The Secretary will perform the following duties and responsibilities:-
- Preparing operational policy proposals for approval by the Commission.
- Implementing the policy decisions of the Commission.
- Carrying out the day-to-day administration and management of the affairs of the Commission.
- Organizing Commission and Appointments Board meetings.
- Recording and keeping the minutes of meetings of the Commission and of the Appointments Board.
- Carrying out such roles of an Accounting Officer as stipulated under the rules and regulations that govern public finance management.
- Overseeing the preparation of the Commission budget and ensure proper utilization and accountability of Commission resources in accordance with the Public Finance Management Act No. 3/ 2015.
- Controlling and supervising staff of the Commission.
- Any other duties that may be assigned by the Chairperson from time to time.
Qualifications, Skills and Experience:
- The applicant must hold an honours degree in law from a recognised University and a diploma in legal practice from an institution recognized by the Uganda Law Council.
- At least 10 years working experience, three of which should have been at the level of Head of Department or above in Government (i.e. Commissioner or Director) or equivalent level of experience from a reputable organisation;
- Considerable and progressive professional experience in a legal field;
- Wide administrative experience and good interpersonal skills with the ability to handle a multi-disciplinary team;
- Good computer skills;
- Knowledge of project planning and management.
Desired:
- A relevant master’s degree in management will be an added advantage.
- He/ She should demonstrate competence in conducting the day-to-day operations of a large organization in the fields of financial management, human resources management, public procurement, communication and planning, monitoring and evaluation.
- He/ She should be familiar with the Government of Uganda financial management procedures.
