The SSS team offers a synergy of expertise in clinical research services, epidemiology and public health studies, health data management and analysis, and program evaluation and policy analysis.
Key Duties and Responsibilities:
- Review and analyze HIV and Health data to identify and document patterns for providing evidence for policy and programmatic decision-making.
- Mine and analyze HIV and health data from multiple datasets, including but not limited to the DHIS2, HIBRID, LQAS, Adhoc and special surveys and other relevant data sources
- Lead the implementation of the LQAS survey including design, deployment, data analysis, reporting and developing the capacity of users to use the LQAS data
- Apply statistics and model building to identify, document and share trends and reasons behind the trends
- Support special studies by developing and/or reviewing study protocols, establishing sampling methods and tools and providing technical assistance to study teams to conduct studies
- Contribute to systems automation to facilitate analysis and reporting
- Build the capacity of stakeholders to carry out their own data analysis
- Lead the design, deployment, analysis and user capacity development for the LQAS
- Develop and implement qualitative and quantitative methods and systems for acquiring, compiling, synthesizing, extracting and reporting HIV and Health information
- Perform and provide critical analysis and thinking, advice and recommendations on issues based on accepted scientific understanding of HIV and Health contexts in Uganda and globally
- Provide statistical insight in the interpretation and discussion of HIV and Health data and study results
- Participate in planning and training of district personnel and implementing partners to complete their own analysis, prepare visualizations (pivot tables, dashboards etc) and presentations for quarterly performance review
- Design study protocols and submit through supervisor for approval
- Use statistical data to model scenarios for decision making
- Contribute to study reviews and report writing
- Prepare technical presentations and publications to communicate analysis and study results to both technical and non-technical audiences
- Network with stakeholders to understand their data analytics, data use needs and respond accordingly.
- Contribute to the technical briefs and internal SITES Think Tank to enrich technical discussions on HIV and Health issues
- Collaborate with relevant government institutions to influence data application for evidence- based decision making.
- Contribute to capacity building of SITES staff to enhance data analysis.
- Contribute to progress reporting and related documentation to USAID.
- Participate in carrying out team assignments as requested by supervisor
- Contribute to new business process improvements and innovations
- Identify learning, prepare and implement their dissemination
- Collaborate with the Learning Technical specialist to design, plan and lead the implementation of learning events at SITES and among implementing partners
- In collaboration with the learning specialist, conduct focus groups discussions with thematic analysis of factors associated with enhanced or poor performance
- Train implementing partners to adapt and incorporate learnings in their activities
- Document and disseminate progress of adaptation of learnings
Qualifications, Skills and Experience:
- Master’s degree training in statistics/biostatistics or equivalent. Doctoral training is added advantage.
- Experience of at least 10 years direct statistical data analysis using qualitative and quantitative methods
- At least 5 years’ experience with mathematical modelling of health and/or HIV data
- At least 5 years using DHIS2 and other data sources to carry out Health and HIV/AIDS data analysis
- Experience with designing study protocols and IRB approval
- A clear understanding of M&E functions on a project
- Training and/or experience with health epidemiology data analysis is added advantage
- Experience working on US Government funded interventions is added advantage.
- Experience with technical skills transfer through training and mentorship
- Strong verbal and writing skills especially research related writing
- Excellent presentation skills
- Strong time management skills
- Good understanding of research ethics
- Ability to balance work expectations and budget
- Experience leading teams
- Experience working in a multidisciplinary environment with rapid turnaround of work products
- Good interpersonal skills, team player and effective working style
- Sensitivity to confidentiality issues, urgency of work and diplomacy
