Job Summary: The Shelter Officer will be responsible for the planning and execution of NRC’s construction activities related to WASH and School construction in West Nile. Frequent travels are expected.
Key Duties and Responsibilities:
- Formulate project work plans and provide quality support to the Shelter Assistants for effective project implementation.
- Oversee effective implementation of construction activities to include supervision and monitoring of emergency shelter, semi-permanent shelter and school construction, as well as ensuring tasks are completed correctly and on schedule
- Participate in project reviews with beneficiaries, NRC staff and other implementing partners.
- Develop a contingency response plan for any unforeseen emergencies and any unpredictable change of weather when called upon.
- Participate actively in proposal and budget development.
- Oversee community mobilization for all activities related to the provision of shelters
- Develop training materials for mud and stabilized soil bricks production, masonry and carpentry works.
- Supervise and monitor distribution of shelter construction materials and take account of the vulnerabilities of the various groups identified in relation to active participation in the construction process.
- Take part in conducting shelter assessments and continuous gap identification and analysis.
Qualifications, Skills and Experience:
- The applicant for the Norwegian Refugee Council (NRC) Shelter Officer job placement should hold a Higher National Diploma in field related to Civil Engineering, Architecture or Construction.
- At least three years of proven practical experience in the planning and execution of shelter / construction projects
- Experience from working as a Shelter Officer in a humanitarian emergency context .
- Knowledge of a wide variety of software, including AutoCAD, Arch cad, Word, Excel and Power Point
- Ability to plan and deliver results
- Communicating with impact and respect
- Handling insecure environment
- Ability to work with minimum supervision.
