About US:
Rural Electrification Agency (REA) is the secretariat of the Rural Electrification Board (REB) established by statutory instrument 2001 No. 75. REA is mandated to implement Government’s rural electrification programs. The Government of Uganda through REA is implementing a number of electricity connection projects with financial support from development partners to meet national electricity access targets.
Job Summary: The Database Management Specialist will be responsible for developing, maintaining and updating both new and existing electricity connections software application(s) and database(s) to support capture, collection, validation, verification and reporting on electricity connections data while ensuring high levels of data security, performance, integrity and availability.REA seeks to engage the services of a Database Management Specialist to establish and manage the electricity connections database under aforementioned ECR REA is seeking to recruit individuals of high integrity, dedication and commitment for the position Database Management Specialist whose details can be viewed and obtained on the Procurement Notice board at REA offices on www.rea.or.ug .
Key Duties and Responsibilities:
- Carry out review and analysis of existing processes and systems 1:0 understand user needs.
- Design database application programs data models and architectural work.
- Develop scripts and codes needed to implement the system designs.
- Develop strategies for and perform database application testing.
- Maintain and upgrade existing database application programs.
- Monitor database usage and apply database tuning mechanisms to enhance system performance.
- Develop and maintain database access controls.
- Plan and coordinate data migrations between systems.
- Develop, implement, and maintain change advisory board (CAB) to control processes for modifications to databases.
- Produce ad-hoc queries and reporm to support REA’s needs.
- Develop dashboards to visualize advanced analytics reports.
- Create and maintain technical and end user documentation. Ensure data back-up and restore procedures are developed,tested and running.
- Demonstrate database technical and quality functionality such as performance, security and reliability.
- Assist with establishing the needed database protocols, standards, guidelines and manuals.
- Perform other related duties as required.
Qualifications, Skills and Experience:
- The applicant for the Rural Electrification Agency (REA) Database Management Specialist job must hold a Bachelor’s Degree in Computer Science, Information Systems, Software Engineering, Information Technology, Business Computing or equivalent
- A master’s degree in Computer Science, Information Systems, Software Engineering, Information Technology, Business
- Computing or equivalent will be an added advantage.
- Knowledge in GIS data collection and mapping tools will be an added advantage.
- At least seven (07) years’ demonstrated work experience in a reputable organization with experience in collection, validation and analysis of large data and management of large databases.
- This position requires advanced knowledge and expertise in:
- SQL query language.
- HTML, javaScript and CS5.
- UML design.
- Relational database management systems such as MS SQL.
- Programming languages: java and C#.
- Good written and oral communication skills in English and the ability to engage stake holders and colleagues enthusiastically face to face, telephonically and via e-Mail.
- Ability to discern and communicate appropriate technical details to a non-technical audience.
- Experience in working with electricity sector information systems will be an added advantage.
