Job Summary: The Learning Manager will be responsible both for technical guidance on learning and uptake methodologies and for day-to-day oversight and successful implementation of the Learning Hub. The Learning Manager will lead the design and delivery of the learning strategy including curation, collation and production of resources, closely collaborate with the ICT4D Advisor for the design and delivery of the digital knowledge management strategy, drive the organization and facilitation of learning events (Convene, peer-learning visits) and provide the Secretariat function for the Technical Committee of the learning hub
The jobholder will ensure that programme activities are implemented in coordination with the other consortium partners and in line with donor requirements and commitments and be accountable for quality of the learning hub activities.
Key Duties and Responsibilities:
Programme Implementation
- Identify stakeholders to form a Technical Advisory Committee
- Design the learning hub strategy and set annual thematic agendas and ensure a mid-term review
- Build and grow the community of learning stakeholders and collaborate with them to identify key knowledge gaps in the response
- Coordinate knowledge capturing and sharing and support identification of best practices in an accessible format for other organizations and institutions.
- Oversee the work of an ICT4D Advisor, a MEAL Coordinator, a Digital Communications Coordinator
- Analyze and act upon collaboration opportunities
- Facilitate learning events and peer-learning visits as required.
Operations management
- Ensure projects and outputs are implemented on time and with high standards for the delivery of the learning hub.
- Feed into the U-LEARN reporting processes.
- Ensure that the Programme meets donor standards.
- Assure procurement/logistics support for operations with backup from support functions as needed.
- Manage operational risks for the learning hub.
- Ensure external communications.
- Coordinate the process of selecting downstream partners and contractors for the delivery of different outputs as required.
Qualifications, Skills and Experience:
- Advanced university degree in international development, business administration, social policy, communications or related fields is desirable.
- At least six years of experience with communications, research, and/or knowledge management in the international development sector
- Excellent writing skills in English and capacity to synthetize are a must.
- Demonstrated project management experience, particularly with knowledge management programs, facilitating communities of practice and social networking
- Technical expertise in learning and uptake methodologies
