Job Title:  ACDP Monitoring and Evaluation Assistant (2 Job Vacancies)

About US:

The Government of the Republic of Uganda through the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) applied for financing from the World Bank towards the cost of the Agricultural Cluster Development Project (ACDP) and intends to apply part of the proceeds for the Recruitment of additional staff for the Agriculture Cluster Development Project (ACDP).

About The Project:

The Government of Uganda has received a credit from the International Development Association (IDA) towards the cost of the Agriculture Cluster Development Project (ACDP). The project is designed to: (a) raise both productivity and overall production of maize, beans, cassava, rice and coffee in 12 selected high potential agricultural areas in Uganda termed “clusters;” and (b) improve the effectiveness of the marketing chains for these commodities.

Job Summary:  The M&E Assistant will assist the M&E Specialist to coordinate all M&E activities under the project, compiling M&E reports, organizing M&E specialized studies, workshops and surveys, and coordinating knowledge sharing activities.

Key Duties and Responsibilities: 

The tasks and responsibilities are within the lower level management; demanding high focused operational execution, with substantial in-land travel. The job demands high energy, working and travelling long hours; and consistently demanding filing of regular high quality reports within strict timelines. The Monitoring and Evaluation   support the M&E Specialist in taking operational responsibility for the following duties.

  • Supporting the development, maintenance and operation of the project M&E system, including the management information system at all levels of project implementation;
  • Providing technical guidance on data collection, collation and analysis of information and prepare quarterly, annual and other reports on project implementation;
  • Preparing policy briefs and media/legislative reports;
  • Coordinating communication and knowledge sharing activities specified in the Project Implementation Manual;
  • Preparing the Annual Project Implementation Plans and coordinating the accomplishment of the planned objectives through project operators/stakeholders;
  • Documenting the lessons learnt and providing the best practices on design of follow-on projects.
  • Any other duties that may be assigned by his/her superiors from time to time in furtherance of the above responsibilities.

Performance Indicators

  • M&E System and Management Information system developed and maintained.
  • Technical guidance provided on data collection, collation and analysis of information.
  • Policy briefs and media/legislative reports prepared.
  • Communication and knowledge sharing activities coordinated.
  • Annual Project implementation plans prepared and accomplishment of planned objectives coordinated.
  • Lessons learnt documented and best practices provided.

Qualifications, Skills and Experience:

  • The ideal applicant should be in possession of a Bachelor’s degree in any of the following fields, Economics, Statistics, Business Administration, all from a recognized university or institution; and postgraduate certification in M&E. Possession of a Master’s Degree in any of the above fields is an added advantage.
  • Experience in designing and implementing results based M&E system.
  • Proven ICT Skills, including database management, spread sheets and presentation skills.
  • Ability to work as a team player
  • At least three (3) years’ experience in project/program based work, Two of which should be in participatory project monitoring and evaluation (M&E) instruments and systems for agriculture related program
