About the Project:

Farm Africa’s Livestock for Livelihoods (L4L) project, funded by DFID is currently being implemented in pastoral areas of Uganda and Ethiopia (2018 – 2022). Pastoralists and agro-pastoralists in these areas suffer from high rates of poverty and malnutrition. Women are particularly affected due to their low status and associated lack of decision making power and access to resources. Goats provide an essential source of disposable income for women in pastoralist systems. L4L aims to increase household incomes and reduce household malnutrition through capacity building, community-led Natural Resource Management (NRM); establishment of market systems for vet and breeding services; VSLA establishment, product value addition and marketing as well as nutrition awareness-raising. The project has established 200 local women’s livestock groups and improved their access to livestock assets by means of a revolving goat fund supporting in-kind transfer of goats between most vulnerable households. Once these goats have reproduced and herd size increased, the project intends to promote value addition activities in goat fattening, fodder harvesting, leather product making and dairy processing for 120 specialist WLGs in Karamoja.

Overall project goal: Increase household income & reduce malnutrition among women and children and increased access to livestock services for 21,000 pastoralists’ households in Uganda and Ethiopia.

Project Outputs

  1. 5,000 women livestock herders in pastoralist communities increase production of goats and goat products
  2. 10,500 pastoralists and agro-pastoralist access improved livestock services and veterinary drug supply
  3. 7,500 women in pastoralist communities have improved opportunities for livestock sales, income generation and values addition
  4. 5,000 households in pastoralist communities with improved dietary diversity
  5. Documentation and dissemination of project learning

Scope of Work for the Training:

In this regard, Farm Africa is seeking services of a Consultancy Team of experts in value addition and delivery of community trainings to conduct a value addition training to 840 members of 42 WLGs and 16 field agents on the following selected value addition activities and enterprises that the L4L women beneficiaries will engage. A list of the groups per value chain will be provided by Farm Africa. The groups are located across Moroto, Kotido, Napak and Nakapirpirit districts.   • Fattening of male goats for sale
  • Value addition of milk products into for example Amerinyang, Asidiko or Angodic
  • Value addition of goat meat products into Emuna or Akuring.
  • Leather tanning and production of simple leather products used by pastoralists like the beaded skirts, bags, belts etc.
  • Fodder as an integral component in milk, meat and goat fattening activities.
  • With a large number of trainings to conduct over a small period of time, the consultancy team will need to have the capacity to simultaneously train 5 to 6 groups of 20 women in different locations each day.

Each of the 42 groups (approx. 20 people in each group) will require 2 days of training.

The trainings must be conducted to all 42 groups over a 16 day period, meaning that the consultancy team must have the capacity to deliver eight ‘back to back’ two day trainings.

This is a 20 day assignment scheduled from 5th – 26th March 2020. The indicative budget for this assignment is UGX 45,500,000.

Overall objective of the assignment: Provide a group based, hands on training to 840 members of 42 WLGs and 16 Field Agents to enable the groups kick-start value addition activities/enterprises focusing on 5 core areas of milk product, meat product, fattening, leather and fodder being integrated into meat, milk and goat fattening.

Specific objectives of the assignment

  • Identify the equipment and materials needed for training and to jump-start each of the selected value chain activities/enterprises.
  • Develop a training plan and training content for each of the selected value addition activities/enterprises in collaboration with the L4L project Business development officer
  • Conduct group based training to 840 members of 42 WLGs and 16 Field Agents on the selected value addition activities/enterprises
  • Establish linkages with existing markets for the WLGs to market their products.

Approach and Methodology:

The assignment will involve group based training of 840 members of the 42 WLGs on selected value addition activities/enterprises and Field Agents as part of the projects sustainability. The consultant is expected to employ a team of experts to provide this hands on training to ensure assignment is completed within the specified time line.

The trainings will be delivered will be delivered to the women in their communities – so delivery methods should be appropriate. Participants will not require transport refunds or accommodation, however the consultant should budget for provision of water/juice and a simple lunch. Where possible/practical it is preferred if this is sourced from enterprises in the local community/area.

Expected Deliverables and Timeline

  • A list of equipment and materials needed for training and to jump-start each of the selected value chain activities.
  • Training plan and training material/content, together with a detailed timetable for delivery of the trainings
  • Delivery of 42 x 2-day trainings over a period of 16 days
  • Final training report

The assignment should begin by 5th March 2020 with the consultant(s) expected to take a maximum of 20 working days from the day of initial contracting to complete the assignment.

The consultant will provide the following deliverables to the L4L Business Development Officer in Uganda within the timeframe stated:

  • Training plan and outline and a list of materials and equipment required for training and to kick-start the selected enterprises within 2 working days of the contract start date. The training outline will be discussed and agreed upon with Farm AfricaL4L project team
  • A list of training materials and equipment needed for each of the selected enterprises/value addition activities within 5 working days of the contract start date. The list of training materials and equipment will be discussed and agreed upon with Farm AfricaL4L project team
  • Training report within 16 working days of the contract start date. The training report will be discussed and agreed upon with Farm AfricaL4L project team

Management and Implementation Responsibilities: The Consultancy Team Leader will report directly to Farm Africa’s L4L Business Development Officer in Uganda. However, s/he will also be expected to work closely with the L4L Project Coordinator. Any proposed changes to the personnel listed in the application or their respective levels of involvement in the assignment must be approved by Farm Africa.

Farm Africa will provide:

  • The markets assessment report to the consultant to review and develop the training outline and content
  • Guidance and technical support as required throughout the training;
  • Copies of all relevant background resources identified;
  • A list of project beneficiaries to be trained;
  • Comments and feedback on, and approval of, all deliverables within agreed timeline;
  • Payment in accordance with the contract.
  • A member of the FA team will be available to mobilise all the selected groups for the trainings according to the timetable provided by the consultancy team

The consultant will be responsible for:

  • Developing a detailed training outline and training plan;
  • Developing a detailed/timetable schedule for the trainings based on the information provided in Annex 1, Download Here
  • Developing all the training manuals/materials;
  • Compiling a list of materials and equipment needed for the training and to kick-start the value addition activities/enterprises
  • Conducting the training and managing all field logistics involved; this includes payment of field logistics expenses and refreshments during trainings; and as such, the consultant should include these costs in their budget
  • Reporting in a clear and accessible format;
  • Regular progress reporting to the L4L Business Development Officer in Uganda, including responding to any comments or technical inputs wherever reasonable;
  • Production of deliverables within the agreed timeline and in accordance with quality requirements;
  • Seeking comments and feedback from Farm Africa, through the L4L Business Development Officer in Uganda, in sufficient time to discuss and incorporate these into the final training report

Qualifications and Required Competencies: Applications from individuals or teams are welcome and will be assessed on their ability to demonstrate the following qualifications and competencies:

  • Extensive experience in facilitating trainings on livestock products value addition
  • Knowledge of livestock based enterprise development at a small scale level
  • Experience conducting similar ToTs trainings in Uganda to women groups with low literacy levels
  • Bachelor’s degree in Agriculture Economics, Agribusiness, Agriculture and Rural Development, Livestock, or other relevant field.
  • Strong analytical, facilitation and communication skills
  • Excellent reporting and presentation skills
  • Fluency in spoken and written English
  • Ability to communicate confidently in Karamojong
  • Excellent adult training facilitation skills
  • Candidates with demonstrable practical experience in Agribusiness development and livestock product value addition will be preferred
  • Where applicants fail to meet any of the above criteria, for example, fluency in Karamojong or experience in livestock, gender or nutrition, the proposal should state how they expect to overcome this e.g. additional team members, translation services etc.
