Job Summary: The project focuses on providing lifesaving assistance through Multipurpose cash transfers for basic needs. The Senior Cash and Markets Officer (SCMO) will provide technical advice, guidance and support to the successful design and implementation of the project, capacity build staff, beneficiaries and financial service providers whose role will solely disburse cash to targeted persons with specific need (PSNs) to meet their immediate basic needs in Imvepi and Omugo refugee settlements in Arua District. The SCMO will work closely and coordinate with other coordination mechanisms i.e West Nile cash working group, National cash working group, Collaborative cash delivery platform, interagency coordination among others.
The activities will among others include building capacity of partners to effectively implement cash and markets activities, technical backstopping, guiding on innovative cash modality transfers, market assessments, post distribution monitoring and market price monitoring, as well as complaints and feedback handling mechanisms. The SCMO refers to the PM and she/ he will be supervising Cash and Markets officer and Assistant.
Key Duties and Responsibilities:
- Provide oversight of all technical aspects of cash and markets and ensure timely distribution of the monthly multipurpose cash transfers.
- Train and develop the capacity of both INGO, NGOs and local partners, districts officials to secure effectively implement cash and market interventions.
- Empower first responders incl. local partners districts officials to be able to monitor and systematically track market developments, incl. markets complaints, that are responded to with timely and effective feedback.
- Mapping of financial service providers and sign framework agreements to ensure timely disbursement of cash to beneficiaries
- Follow up cash beneficiaries and ensure social protection concerns are addressed or else referred to protection partners operating within the settlements.
- Support and enhance staff capacity to carry out monthly Post Distribution monitoring.
- Design and develop tools for carrying out baseline, Market assessments and PDMs.
- If cash transfers are carried, ensure that all cash transfer activities are implemented in accordance with the quality standard and agreed implementation plan.
- If cash transfers are carried out, closely monitor the implementation and if needed take corrective action to make sure that the cash reaches the targeted population.
- Support and participate in household vulnerability assessments and develop appropriate response plan to address beneficiary protection related concerns.
- Document monthly, quarterly and annual reports.
- Organize workshops and document lessons learnt.
Qualifications, Skills and Experience:
- The ideal applicant for the DCA Senior Cash and Markets Officer job must hold a Bachelor’s degree in business, economics or other relevant field.
- CaLP training level 2 would be added advantage.
- Five years’ relevant work experience in an advisory or senior role with responsibilities in cash and markets-based programming including e-voucher and mobile cash, CfW and market assessments.
- Experience in supporting and facilitating capacity building, preferable in cash and including local NGOs and CBOs.
- Demonstrated experience implementing high quality needs assessments, market assessment and analysis (including familiarity with tools such as the Rapid Assessment of Markets (RAM), Emergency Market Mapping and Analysis (EMMA), Market Assessment Guidance (MAG) and/or similar tools etc.) and responsible analysis.
- Demonstrated application of technical principles and concepts and experience in humanitarian cash programming across different sectors, incl. digital financial solutions, working with mobile network operators
- Excellent strategic planning skills as well as analytical and organizational skills. Ability to think critically and creatively;
- Demonstrated ability to manage multiple priorities, deadlines and tasks efficiently. Must be flexible and willing to perform other duties and work irregular hours;
- Excellent interpersonal skills, including patience, willingness to listen and respect for colleagues. Must be capable of working both individually and as part of a team.
