About The Project:
Pathfinder International has been awarded a five-year Family Planning Activity (FPA) by the US Agency for International Development (USAID). As a lead implementing agency, Pathfinder partners will play a catalytic role in increasing access to modern contraception and reducing the unmet need for voluntary family planning services in Uganda.
The FPA’s three Intermediate Result areas (IRs) are: Strengthening Uganda’s leadership and coordination to support FPA, increasing positive social norms and behaviors to improve healthy timing and spacing of pregnancies, and providing access to quality FP is increased.
This program will be implemented in 11 districts with three cluster offices in Masindi covering Kiryandongo, Bulissa and Kyankwanzi. The Fortportal cluster will cover Kyegegwa, Kyenjojo, Kibale, Ntoroko, and Bundibugyo. The Masaka Cluster will cover Gomba and Rakai districts with the head office located in Kampala overseeing all but covering Butambala. As the lead, Pathfinder International will work in close collaboration with the Ministry of Health, National Planning Authority, National Population Council, Ministry of Gender, Labour and Social Development, Ministry of Education, Youths’ organizations, and Uganda Family planning consortium to accelerate progress toward Uganda’s commitments and objectives under FP2020 and the country’s Vision 2040 strategy through strategic implementation, coordination, and collaboration.
Job Summary: The Accountant’s role is to ensure smooth operations in the Finance Department in the Kampala office, specifically in the areas of processing travel/program advances, liquidations, verification of assets and ensuring accuracy of the monthly program budgets and their supporting documentation. They will work in close collaboration with the Finance and Administration Manager.
Key Duties and Responsibilities:
- Reviews all travel /program advance requests from staff and other payment vouchers,
- Supports in Budget monitoring,
- Ensures requests are in line with approved budget /work plan and coding are proper,
- Reviews all procurement requests and approves costs within assigned limits,
- Undertakes liquidation of activities’ funds and ensure accurate posting to Serenic,
- Assists in the preparation of MER and any other MER roles,
- Prioritizes work according to importance and deadline while meeting conflicting work demands Coordinates external and internal audits,
- Ensures that Remittance of all statutory requirements are on time as required by law,
- Ensures timely remittance of VAT returns to USAID on quarterly basis,
- Ensures funds are readily available for advances,
- Supports in Bank reconciliations and follow up of reconciling items,
- Performs any other duty assigned by the Supervisor.
Qualifications, Skills and Experience:
- The ideal applicant must hold a Bachelor’s degree in Commerce or an Accounting/Business degree. Qualification like CPA (U) or ACCA graduate are desirable.
- At least five years’ professional experience in related field
- Five years work experience with a multinational organization, preferred NGO’s,
- Experience with U.S. government contracts and working knowledge of US federal/ USAID rules and regulations
- Proficient in Microsoft Excel, Word, PowerPoint, internet, etc.,
- Proven ability to work with team members from other cultures, exhibiting cultural sensitivity and awareness, and able to communicate across sociological and cultural boundaries
- Ability to work independently or as a member of the team, ability to be detailed-oriented and consistently accurate, ability to manage stress effectively in a fast-paced environment, and ability to quickly learn new systems, processes and procedures and adapt local practices to global standards
