About USAID Project:
GTI Uganda with anticipated funding from the United States Agency for International Development (USAID) through Uganda Sanitation for Health Activity (USHA) is soon rolling out a Sanitation for Hygiene project using the Community Led Total Sanitation (CLTS) methodology in Paicho Sub County in Gulu District. The project aims at eliminating the practice of open defecation in the 100 targeted communities and achievement of WASH friendliness in 5 Primary Schools Paicho Sub County in Gulu District by 2024-2025.The objectives of the Sanitation for Health project is to increase the number of people accessing basic latrines in 100 villages, increase number of people practicing safe hygiene behaviors especially hand washing with soap and to improve school WASH friendly practices for 5 primary schools in Paicho Sub-county.
Job Summary: The Monitoring and Evaluation Officer will be tasked with the systematic needs assessment, monitoring of Sanitation for Health interventions, M&E capacity building for staff, development of robust M&E systems that feed into evidence-based learning on GTI Uganda Water Sanitation and Hygiene (WASH) project funded by USAID through USHA
Key Duties and Responsibilities:
- Develop M&E Logical Framework, plan and contribute to the development of the sanitation for health ToR for Baseline survey.
- Develop Project M&E database to track progress on performance management plan of the sanitation for health project in response to the Baseline survey data.
- Coordinate implementation of performance monitoring in accordance to the project Logical Framework through focus group discussions, exit interviews among clients/beneficiaries, and mystery clients to establish effectiveness of implementation and achievement of targets.
- Provide M&E technical Assistance support the GTI Uganda team and selected committees to ensure quality delivery of the programme, accountability and learning.
- Conduct mid-term and annual assessments of M&E framework according to the Output Matrix and performance management plan.
- Perform routine field visits to ascertained data quality and update of information gathering.
- Carry out capacity building for staff on M&E guidelines
- Coordinate data collection, compilation and reporting of sanitation for health interventions
- Conduct data analysis to inform management on key deliverables of USAID/USHA and GTI Uganda indicators
- Liaise with the local authority, school administrators, teachers and community members to ensure quality data is obtained
- Carry out day-to-day administrative activities pertaining sanitation for Health intervention monitoring in Paicho sub county in Gulu district
- Prepare and submit timely return monitoring data, information and report to GTI Uganda
- Any other duties assigned
Qualifications, Skills and Experience:
- The applicant must hold a Bachelor of Arts /Sciences or its equivalent, preferable in social sciences, development studies, Statistics, population studies, information technology or in any other related field of study. Post graduate Diploma in M&E is an added advantage.
- At least two to four years of relevant experience in monitoring and evaluation of sanitation and hygiene interventions in the grass root communities or any other related experience
- Previous experience in working with USAID projects is an added advantage
- Fluent in both spoken and written English; Fluency in local languages (Luo) in program target areas is a significant advantage
- Advanced computer skills and experience in developing data management systems is required
- Experience in field survey/data collection techniques, data entry, data verification, management and analysis
- Strong team coordination, listening, and consensus building skills.
