The African Field Epidemiology Network (AFENET) is a non-profit organization established in 2005 with a mission to improve human health through the strengthening and expansion of applied epidemiology and laboratory capacity in partnership with Ministries of Health, Non-Governmental Organizations, international agencies, private sector and other public health agencies. AFENET has its headquarters in Kampala, Uganda with operations in more than 30 African Countries to advance their capabilities in early detection and response to infectious and non-infectious diseases.

Job Summary:  The Senior Procurement Officer will support the Secretariat and the network. The incumbent will manage all procurement and contracts in accordance with AFENET procurement policies and procedures and donor requirements and contribute to the strategic objective of value for money, transparency and accountability

Key Duties and Responsibilities:  

  • Develop and implement the procurement procedures in accordance with donor requirement, procurement standards and regulations;
  • Oversee the procurement of goods and services process from planning, tendering process, evaluation and selection, awarding and contracting in accordance with the AFENET procurement policies and guidelines Prepare and monitor the annual procurement plan;
  • Coordinate pre-qualification of service providers and maintain list of suppliers;
  • Contracts management of different services providers, suppliers in accordance with the guidelines;
  • Develop a robust contract management system for proper tracking of deliverables for both suppliers and consultants
  • Represent the organization in negotiating contracts and formulating policies with suppliers;
  • Coordinate the issuance of Local Purchase Orders (LPO’s) and maintenance of accurate procurement records;
  • Oversee management and control of inventory;
  • Prepare quarterly procurement reports;
  • Train and guide AFENET staff in procurement policies, guidelines and controls
  • Coach and mentor procurement staff;
  • Manage AFENET- supplier relationships.

Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s degree in Procurement, Commerce, Business Administration, Purchasing and Logistics Management, Supply Chain Management or equivalent
  • Professional Qualifications / Membership to professional bodies
  • Chartered Institute of Purchasing and Supply (CIPS) or equivalent
  • At least five (5) years of working experience in Procurement Management or a related field
  • Experience of setting-up and managing procurement and contract management systems.
  • Ability to work under pressure and deal tactfully with sensitive issues.
  • Good knowledge and experience in contract management desired.
  • Good planning and organisational skills and efficient work methods
  • Good level of integrity and ethical standards.
