Job Title:    Finance Officer

About US:

Multi Community Based Development Initiative (MUCOBADI) a local NGO founded in 2000 by Community Development Volunteers to bring development, but in particular to support people living with HIV to be productive. MUCOBADI is registered as a Non-Government Organization (S.5914/7569) and is incorporated as a company limited by Guarantee.

About Project:

MUCOBADI is an Implementing Partner of the USAID/Improving Care and Resilience for Children and Youth Activity (USAID/ICARE) in East Central Uganda whose goal is to prevent new HIV infections and reduce vulnerability among OVC and Adolescent Girls and Young Women. The expected results for the project include; Strengthened and sustained identification, retention and viral suppression of children and adolescents with HIV, along with caregivers, Improved health and prospects and reduced risk of violence and HIV for highly vulnerable adolescents and Strengthened prevention and response to violence against children and youth.

Job Summary:  Working in the finance and Operations department and reporting to the Finance and Administration Manager, the Finance Officer is responsible for financial reviews, reporting, resource management, coordinating with others, compliance with donor and MUCOBADI internal policies and timely submission of quality reports as required by supervisor.

 

Key Duties and Responsibilities:  

  • Perform financial analysis and provide management information reports.
  • Supervise the Finance Assistants and support them to ensure they are able to deliver on their responsibilities.
  • Coordinate and prepare weekly and monthly cash requirement for supported field offices, submit and make sure sufficient cash is available in all offices and monitor its use. Make sure also there is no excess cash.
  • Timely coordinate, receive and prepare consolidated monthly cash projections working closely with the senior finance Officer and the finance Manager.
  • Review transactions entered into QuickBooks, on a daily basis to make them ready for posting
  • Make sure all income taxes, withholding taxes, VAT are accurately computed and make compilations for monthly statutory deductions and file timely returns (NSSF,WHT,PAYE,LST)
  • Prepare monthly standard accounting submissions for review by the Finance and Administration Manger, including general ledger files, account reconciliations, expenditures by cost center, as well as other financial information in a timely and accurate manner.
  • Prepare monthly management reports to the Finance and Administration Manager and Program staff as required, including expenditures by cost center and other financial information, in a timely and accurate manner.
  • Prepare financial reports, for review by the Finance and Administration Manager, to donors in line with donor requirements and templates.
  • Provide support in developing annual fiscal year budgets together with the Finance and Administration Manager.
  • Continuously stay abreast with donor policies, procedures, rules and regulations; compile and update applicable local policies; train MUCOBADI staff in these policies.
  • Receive Field Bank Reconciliations reports and perform accurate and timely end month procedures i.e cash counts and end month bank reconciliations by the 9th of the following month as per MUCOBADI finance policy
  • Coordination with Operations to track all outstanding invoices and ensure they are paid on time.
  • Any other duties assigned by the supervisor.

Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor of Commerce or Business Administration or equivalent in accounting or finance is required.
  • Professional qualification in accountancy such as ACCA or Certified Public Accountant (stage2).
  • Four years of experience in grants and financial management and accounting and 2+year’s supervisory experience.
  • Management Skills, Technical & Supervisory Skills and experience required.
  • Strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables and balance sheet.
  • Adequate understanding of donor rules and regulations is required.
  • Demonstrated experience and skill with financial reports preparation and presentation and proven ability to translate technical financial data into informative reports.
  • Advanced computer skills in MS Office programs, particularly Excel and accounting software experience.
  • Prior management experience and strong organizational skills preferred.
  • Good communication and excellent inter personal skills
  • Willing to travel regularly to MUCOBADI field offices
