About US:
National Council for Higher Education (NCHE) was established as the regulator of higher education to implement the Universities and Other Tertiary Institutions Act of Parliament (UOTIA, 2001). By the provisions of the Act, NCHE is mandated to guide the establishment of institutions of higher learning as well as ensure delivery of quality and relevant education to all qualified persons.
NCHE has strived to achieve its mandate to ensure that relevant and sustainable quality higher education is provided at all Higher Educational Institutions in Uganda. Through strategic intervention areas NCHE is strategically positioned as it pursues its mandate through mandatory functions.
Key Duties and Responsibilities:
- Ensuring performance, reliability, and transparency of all aspects of infrastructure elements. Server, storage, security and monitoring hardware, software and services ensuring they are optimized for availability, stability, integrity, performance and scalability at NCHE;
- Forecasting demand for storage, computing and infrastructure capacity and takes appropriate action before capacity limits are reached
- Troubleshooting Infrastructure and application issues.
- Testing and maintaining data back-up protocols to ensure availability.
- Measuring and optimizing application and infrastructure performance, and to initiate and lead recovery actions after system failures.
- Maintaining Infrastructure equipment inventory and manage hardware life-cycle.
- Preparing procedures, for the purpose of documenting activities, providing written reference, and/or conveying information.
- Initiating all change request on system and network with necessary approvals. Also Perform change management risk reviews and post implementation reviews for all change requests.
- Proactively monitoring utilization of network and communication services to ensure compliance of all users and services, and providing periodic (daily, weekly, monthly, quarterly) MIS reports to the Senior ICT officer
Expected Outputs
- Work activity plans;
- Monthly activity reports
- Departmental evaluation reports showing targets achieved;
- Documented Department developmental strategies;
- Number of development Projects conducted;
- Number of research initiatives carried out;
- ICT policies
Qualifications, Skills and Experience:
- The applicant must hold a Master’s degree in an ICT related field from a recognized University/Institution
- Possession of a Bachelor’s degree in Computer Science, Information Technology, Information Systems, Computer or Software Engineering from a recognized University/Institution
- At least three years of experience in ICT related work.
- ICT certifications such as Cisco Certified Entry Network Technician (CCENT), Cisco Certified Network Associate Routing and Switching (CCNA R&S), Cisco Certified Network Professional (CCNP) are an added advantage that should be reflected in experience;
