ICNL is an international not-for-profit organization that promotes an enabling legal environment for civil society, freedom of association, and public participation around the world.
ICNL has extensive experience supporting civil society’s engagement with the mandate of the United Nations Special Rapporteur on the rights to freedom of peaceful assembly and association.
United Nations Special Rapporteur on the Rights to Freedom of Peaceful Assembly and of Association
The United Nations Special Rapporteur on the rights to freedom of peaceful assembly and of association is an independent expert appointed by the Human Rights Council to examine issues pertaining to the rights to freedom of peaceful assembly and association worldwide and to make recommendations on ways and means to ensure their promotion and protection.
The current Special Rapporteur, Clément Nyaletsossi Voule, was appointed Special Rapporteur in March 2018.
The International Center for Not-for-Profit Law (ICNL) is pleased to announce a call for proposals to increase use of the work of the UN Special Rapporteur on the rights to freedom of peaceful assembly and of association (UNSR) in civic space awareness raising and advocacy campaigns at the national and sub-national levels.
Grant amounts are not fixed, but successful grant applications may range up to $20,000
Overview
In his first report to the Human Rights Council, the Special Rapporteur Clément Nyaletsossi Voule expressed his commitment to engaging with national and sub-national civil society organizations and local communities.
In particular, he has stated his desire to provide these groups with useful information and tools to support their civic space advocacy efforts.
To accomplish this, ICNL is inviting proposals from applicants who would like to develop and implement advocacy and/or public awareness campaigns designed to promote and protect the freedoms of assembly and association based on the UNSR’s latest annual report to the General Assembly, which addresses the connection of the rights to freedom of peaceful assembly and of association and the implementation of the 2030 Agenda for Sustainable Development.
ICNL is particularly interested in:
• Proposals that rely on the thematic report as the basis for advocacy and informational tools for national or sub-national use.
• Proposals that use the thematic report to advocate for civil society’s participation in the implementation of the 2030 Agenda.
• Proposals that include outreach to marginalized and at-risk groups, as well as labor and environmental organizations.
• Proposals that use the thematic report to counter efforts by state and nonstate actors to stigmatize civil society.
This list is merely illustrative, and we strongly encourage applicants with innovative ideas and approaches not described above to apply.
Application Instructions
To apply for this grant, applicants must submit the following items, in English, Spanish, or French:
• Application coversheet (see below)
• Proposal (not more than 4 pages)
• Resume, Curriculum Vitae (CV), or other statement of relevant work history and education (no more than 3 pages each for up to 3 key personnel)
• Line item budget (not more than 1 page)
• Background information about the applicant organization (e.g. website links or informational materials)
Proposal Instructions
In four pages or less, please describe your proposal for a public awareness and dissemination campaign on the rights to freedom of peaceful assembly and of association and the implementation of the 2030 Agenda.
The following elements must be addressed in the proposal:
• The campaign idea, intended audiences, key messages, dissemination channels, planned activities and materials, and outcomes
• A timeline for completing the proposed activities
• The applicant’s specific experience and expertise related to the activities covered in the proposal
• The applicant’s commitment to continuing to engage with the UNSR and local civil society on the themes covered in the proposal beyond the conclusion of the proposed activities
Eligibility Requirements
This call is open to domestic civil society organizations and academic institutions located in countries currently listed on the DAC List of ODA recipient countries and working at the national or sub-national level.
Selection Criteria
Applications will be evaluated based on the following factors:
• Compliance with eligibility requirements and application procedures;
• Quality of proposal, including innovation, methodology, feasibility, and likelihood of success;
• Diversity of selected proposals with weight given especially to linguistic, geographic, and gender diversity;
• Proposed budget and apparent value for cost;
• Demonstrated experience and expertise related to the issues and activities proposed;
• Demonstrated capacity to exercise responsible stewardship of received funds.

Deadline
Applications will be considered on a rolling basis until all grant funds are awarded. Applicants should submit their applications no later than April 5, 2019. Only shortlisted candidates will be contacted.
