The National Information Technology Authority-Uganda (NITA-U) is an autonomous statutory body established under the NITA-U Act 2009, The Authority is under the general supervision of the Ministry of Information Communications Technology and National Guidance (MOICT&NG). The National Information Technology Authority, Uganda was established with a mandate to coordinate, promote and monitor the development of IT in the context of social and economic development of Uganda.
Job Summary: The Manager, Data Protection Affairs will be responsible for the effective management of the operations and ICT matters for the National Personal Data Protection Office.
Key Duties and Responsibilities:
- Ensure the timely provision of response to requests for ICT related advisories and guidance relating to implementation of the Data Protection and Privacy Act
- Ensure the timely development of expert material, technical tools, guidelines and industry best practices for Data Protection and Privacy implementation
- Lead the development and implementation of the Office’s Information Security Management System (ISMS)
- Lead the Governance and Risk program for the Office
- Conduct information systems audits on identified systems and make appropriate recommendations in line with the Data Protection and Privacy Act, 2019
- Develop and update the processes for data protection impact assessments
- Develop and implement capacity building programs for systems developers to ensure the adoption of privacy by design measures
- Monitor and review emerging industry trends and suggest changes to policies and procedures to improve regulation and compliance of protection of personal data
- Supervise the security of the IT services in the Office to ensure optimal performance
- Selecting and implementing suitable technology to streamline all internal operations and help optimize their strategic benefits
- Assist the Director with the preparation of the Strategic Plan for the Office
- Plan and implement quality and service standards
- Analyse process workflows to ensure efficiency in the Office operations
- Maintain and manage cordial relations with Data Protection Officers
Results expected:
- Support efficient and effective processes of the Office and support the provision of relevant Regulatory guidance, information and advice to organisations and individuals in line with the Data Protection and Privacy Act, 2019.
Qualifications, Skills and Experience:
- The ideal applicant for the National Information Technology Authority-Uganda (NITA-U) Manager, Data Protection Affairs must hold a Bachelor’s degree in Computer Science, Information Technology, and Information Security or a related field from a recognized university
- Master’s degree in Information Technology or a related field from a recognized university
- Information security certification related to risk management is required such as CISM, CRISC, CISSP
- Relevant professional certification in data protection and privacy or related area is an added advantage
- At least five years’ active experience in information security related management with functional responsibility at a supervisory role
- Excellent oral and written communication skills
- Experience of developing information technology and information security organizational policies and procedures
- Deep understanding of information security related laws and regulations
- Good working knowledge and understanding of key concepts in Data Protection and Information Security
- Security professional with a proven management experience within the information security industry in the public or private sector.
- Able to prioritize and co-ordinate work streams/projects to drive delivery of the overall programme objectives and goals
- Facilitates groups and individuals to create win-win solutions that delivery greater overall benefit
- Builds and continuously develops high performing teams, empowering members and coaching others to exceed
- A resilient team player with a ‘can do’ attitude, who is willing to take responsibility
- leading and working with others to create breakthrough solutions to complex problems
- The role is strategic focused this person must have excellent stakeholder engagement and management skills, whilst being able to effectively bridge the communication gap between the technical and business aspects
