Job Summary: The Technical Specialist (Labour Economist) will be responsible for coordinating and supporting the development of the National Employment Strategy, based on the expressed priorities and determinations of national tripartite constituents, and in close collaboration with ILO technical specialists, as well as any short term expertise that may be required. S/he will be responsible for technical coordination to ensure the project work benefits from the ILO’s knowledge and international experience in the delivery of the project outputs. S/he will guide on the development and implementation of a technical work plan for the project, and work closely with the Technical Specialist (Labour Statistician) during the preparation and execution of the Labour Force Survey. S/he will have a considerable track record cutting across the areas of employment promotion, public finance and financial management, employment impact assessments, employment mainstreaming of public policies and budgets, employment-intensive investment, capacity building, tripartite engagement and management of national-level projects.

 

Under the direct and overall responsibility of the Director of ILO Country Office for the United Republic of Tanzania, Burundi, Kenya, Rwanda and Uganda (CO-Dar Es Salaam), the Technical Specialist will be responsible for providing technical support and leadership with regard to the planning, implementation, coordination, supervision and financial control of this action. The Technical Specialist will receive backstopping support from the relevant specialist from DWT Pretoria, CO Dar es salaam as well as from Geneva as required.

 

Key Duties and Responsibilities: 

  • Provide high-level technical advice and support to tripartite constituents, on issues related to national employment strategies/policies. public finance management, employment governance, LMIS, labour market analysis and policies at national and local levels, and other relevant areas.
  • In close collaboration with the DWT and CO Dar, relevant departments at ILO headquarters, ILO constituents, and other key counterparts, design, plan, lead, coordinate the development of the National Employment Strategy, as well as conduct economic research on and policy analysis of strategic labour and economic issues.
  • Review, monitor and evaluate the achievements of economic and labour market policies in the country and provide high-level technical policy advice on strategies to promote economic growth, investment and employment creation and an enabling environment for sustainable development while promoting international labour standards and the ILO’s Decent Work Agenda.
  • Coordinate and undertake policy advisory missions and capacity building initiatives and advise, governments, employers’ and workers’ organizations, and other relevant institutions, on the development and formulation of strategies, policies or programmes in the field of employment and labour market policies, with a view to bringing employment and the Decent Work Agenda at the centre of national development policies and public finances, particularly in line with Sustainable Development Goal on Decent Work and Economic Growth (SDG 8).
  • Provide technical support on employment and macroeconomic issues, as well as public financial management, and cooperate with the the UN Country Teams in the elaboration of Common Country Analyses and United Nations Sustainable Development Cooperation Frameworks.
  • Establish, develop and maintain close relations with governments, employers’ and workers’ organizations in the region, as well as with donors and development agencies, the United Nations system, development financial institutions banks, multilateral agencies, academic institutions and think tanks involved on employment and labour market policies and issues.
  • Organize joint activities and projects with a view to raising the ILO’s visibility and mainstreaming decent work goals and coherent strategies and policies.
  • Assume full technical responsibility for policy formulation and providing policy advice to ILO’s constituents on institutional strengthening, the application of ILO standards and the promotion of development cooperation activities.
  • Disseminate information on action programmes through publications and press releases as well as ensuring representation at donors’ meetings, international, regional and national fora and advocacy campaigns
  • Lead, plan and control the work of project and supervise the work of other project staff as well external collaborators and other short term staff to be hired during project implementation.
  • Any other duties as signed by the direct supervisor.

 

Qualifications, Skills and Experience:

  • The ideal candidate for the International Labour Organisation (ILO) Technical Specialist (Labour Economist) job opportunity should hold an advanced university degree in economics with demonstrated knowledge and expertise on development economics, employment, public finances, and labour market related–issues.
  • At least eight years of professional experience in labour and macroeconomic policy analysis/development, with a particular focus on labour market economics and analysis, employment policies, public finances and financial management, of which at least five years at the international level.
  • Experience in publishing studies and articles based on research related to enabling environment for sustainable enterprises, the labour economy, employment policies, pro-employment macroeconomics and/or public finances.
  • Relevant experience related Uganda and EAC region would be an advantage.
  • Languages: Excellent command of English is a requirement.

  • Solid knowledge of labour economic and macroeconomic issues in the region.
  • Demonstrated and recognized technical and /or managerial leadership in carrying out the objectives and policies of the related work unit
  • Demonstrated technical expertise to devise new methods, concepts, approaches and techniques, leading to development of ILO standards and technical guidelines and ability to prepare ILO strategy reports in the related field for programme development,
  • Proven ability to provide policy advice and the ability to manage large projects to coordinate activities among projects.
  • Ability to prepare reports and publications of a high quality, technically sound with conclusions leading to an action plan and programme development and ability to provide credible implementation assistance to senior specialists in carrying out research, project formulation and implementation.
