About US:

The Uganda Revenue Authority (URA) was established by the Uganda Revenue Authority Statute of 1991 and set up in September of the same year as a central body for assessment and collection of specified revenue, to administer and enforce the laws relating to such revenue and to provide for related matters. This statute incorporated all the laws that were in force then regarding tax collection. The new organization (URA) amalgamated the three tax administration departments that were responsible for all the taxes collected by the Central Government of Uganda.

 

Job Summary: Lead the development, planning and implementation of enterprise Information Technology systems that improve IT cost effectiveness, service quality and business development in support of the delivery of the URA mandate.

 

Key Duties and Responsibilities: 

Develop the URA technology strategy and establish mechanisms to guide its implementation in order to augment the achievement of the URA strategy. 

  • Lead IT strategic and operational planning to achieve URA business goals by fostering innovation, prioritizing IT initiatives, and coordinating the evaluation, deployment, and management of current and future IT systems across URA.

Oversee the technological infrastructure (networks and computer systems) in URA to ensure optimal performance   

  • Approve, prioritize, and control projects and the project portfolio as they relate to the selection, acquisition, development, and installation of major information systems in line with URA Project Management guidelines
  • Define and communicate corporate plans, policies, and standards for URA for acquiring, implementing, and operating IT systems in the Institution.
  • Establish lines of control for current and proposed information systems and direct development and execution of an enterprise-wide disaster recovery and business continuity plan.
  • Develop business case justifications and cost/benefit analyses for IT spending and initiatives and make recommendations on the improvement or re-engineering of the IT and Innovation Department and propose home –grown simplified IT solutions to enhance tax compliance.
  • Review hardware and software maintenance contracts and pursue value for money initiatives for URA and propose IT solutions that are cost effective.
  • Review the service level agreements with URA IT system users and monitor IT systems performance.
  • Review IT systems operation to ensure they adhere to the applicable laws and regulations.
  • Review IT systems to ensure reliability and availability 24 hours and minimize system downtime.
  • Research trends and issues in the IT industry, including current technologies and prices. Advise, counsel, and educate senior management on their competitive or financial impact.
  • Lead the development, tracking and control of the information technology annual maintenance budget.
  • Develop framework for continuous data cleaning and ensuring that URA online services are user friendly and intelligent to keep out inaccurate data.
  • Lead the design, deployment and maintenance of a robust URA IT infrastructure.

Manage all stakeholders at the strategic level to ensure the IT and Innovation Department provides satisfactory services to support URA business.   

  • Promote and oversee strategic relationships between internal IT resources and external entities, including GOU, vendors, and URA partner organizations
  • Coordinate with stakeholders to define business and systems requirements for new technology implementation.
  • Engage the vendors, create cost-efficient contracts and improve services to URA
  • Define and manage URA’s information security program and sensitise users on the same across URA
  • Liaise with Internal Audit Department to oversee the management and closing of Audit Queries in the IT and Innovation Department

Develop and create enterprise architecture models/frameworks and integrate various business applications/systems and processes with the aim of improving efficiency and productivity of IT infrastructure   

  • Evaluate all URA functions, business development strategies, and processes and suggest ways of streamlining and enhancing the relationships to satisfy various stakeholders
  • Simplify complex components of business and technology to create alignment between the two to support URA business
  • Provide guidance for business architecture and systems processing to enable resilient and effective software implementations.
  • Lead the development of an IT Security Strategy to prevent attacks on the URA IT systems.
  • Ensure enterprise interoperability

To centrally manage and provide secure access to all tax data.   

  • Implement the URA Data Management Policy and related Guidelines
  • Provide data for research and analysis to the authorised users
  • Periodically mine and analyse data to guide research and innovation in line with URA’s strategic direction.

Oversee the Development, monitoring and implementation of programs to improve the capacity, motivation, performance and productivity of staff in the IT and Innovation Department   

  • Lead, guide and support the Department in performance planning, monitoring and evaluation processes and account to Management, the performance of the IT and Innovation Department.
  • Develop and guide the implementation of staff motivation programs
  • Lead the identification of capacity gaps in the IT and Innovation Department, approve suitable development programs and establish strategies to monitor their implementation
  • Create and continually enhance an enabling environment to enable all staff to maximize their performance, innovation and creativity potential
  • Lead the development of a culture of client orientation in the IT and Innovation Department.
  • Provide coaching and mentoring for staff in the IT and Innovation Department as well as set up frameworks for their coaching and succession planning

Qualifications, Skills and Experience:

  • The ideal applicant must hold a Bachelor’s degree in Computer Science, Information Technology, Information Systems, Business Computing, Software Engineering, Electrical Engineering, Telecommunication Engineering or any relevant related IT field from a reputable academic Institution.
  • A Postgraduate Qualification in Computer Science, Software Engineering, Electrical Engineering, Telecommunication Engineering, Information Technology, Information Systems, Business Computing or any other IT relevant qualification from a recognized academic Institution.
  • At least ten (10) years’ experience in Information Technology, five (05) of which should have been attained at Senior Management level.
  • Project Management Certification
  • Leadership training from a reputable Institution
  • Certifications in IT /data security
  • Training in Disaster Recovery Management
  • Certifications in other fields such as ITIL, artificial intelligence, machine learning, analytics among others
  • Experience in managing large and complex IT Operations.
  • Experience in strategic technology planning, execution, and policy development.
  • Excellent understanding of agile project management principles and work methods
  • Knowledge of Information Technology services management frameworks
  • Knowledge of Information Technology Policy
  • Knowledge of National Information Technology Regulations
  • Broad Knowledge of IT Systems & Data
  • Knowledge of National Information Technology Act 2009, Uganda Communications Act 2013, Computer Misuse Act 2011.
  • Knowledge of Business Intelligence/Data Warehousing.
  • Knowledge of Information Security methods and requirements
  • Knowledge of trends in IT Infrastructure, Platforms and Information Security
  • Knowledge of IT risks
  • Excellent organizational and leadership skills
  • Outstanding communication and interpersonal abilities
  • Demonstrated creativity and innovation capability
  • Strong problem diagnosis and solving skills
