Job Summary: The SBC Technical Advisor is a full-time position based in Kampala. They will lead the development of the Activity SBC plan and interventions and will oversee the creation, design and development of SBC tools. They will provide overall support to SBC activities for successful Activity implementation. They will report to the Director, Community Resilience and Development.
Key Duties and Responsibilities:
- Assess SBC capacity in the regions of Activity focus, reinforce and extend that capacity as it applies to malaria reduction; Communicate with the MOH, NGOs and other stakeholders to support and extend SBC efforts in malaria reduction and ensure engagement, health outcomes, and inclusion for women, youth, and marginalized populations.
- Collaborate with relevant stakeholders and other development partners to develop comprehensive evidence-based SBC strategy that reflect the needs of the communities, as well as guidelines, tools, and M&E indices;
- Work with Activity sub-grantees in designing their activities related to Activity purposes, provide them with tools and methods needed to effectively work with targeted populations, and monitor their activities, Participate in the design and implementation of national communications campaigns using mass media, informational materials and community outreach to encourage early testing and treatment and reduce stigma and discrimination within facilities and communities;
- In collaboration with NMCD and consortium partners, provide training to journalists and broadcasters on approaches to dissemination of information on malaria related issues to different target populations, Ensure implementation and technical deliverables are consistent with best practices; Proactively identify risks or challenges to technical deliverables and provide the required guidance to Activity and district teams to address them Working collaboratively with the MEL team, review, analyze, and evaluate the effectiveness of SBC activities and make recommendations for improvement;
- Travel to regions to provide technical assistance and quality assurance; Explore and utilize, as feasible and appropriate, social media and mobile technology to extend malaria reduction messaging to high-risk and hard-to-reach groups, and, Carry out other tasks as assigned by the Director, Community Resilience and Development.
Qualifications, Skills and Experience:
- The ideal candidate must hold a Master’s degree in Public Health, Health Promotion; Masters in Health Education/Health Promotion; Masters in Mass Communication with added training on health reporting A Bachelor’s degree in any health related field or Social Sciences
- At least ten years working experience in the design and implementation of SBC programs in developing country settings, preferably in Uganda, Experience with implementing capacity strengthening activities within SBC programs and with virtual electronic platforms;
- Sensitivity to cultural diversity and understanding of the political,
- contextual, and ethical issues in assigned areas,
- Knowledge of evidence-based, innovative, and practical solutions to social and behavior change challenges in Uganda;
- Excellent organizational and analytical skills and strong ability to manage and meet multiple tasks; Experience developing working relations with government agencies, civil society partners and other stakeholders, training and capacity development experience preferred;
- Working knowledge of concepts, practices, and procedures with providing technical leadership for SBC programming, including gender and equity integration, M&E systems, youth friendly health service delivery and gender norm transformation;
- Qualitative research experience, including tool development, data collection around sensitive topics, and data analysis preferred; Working knowledge of relevant USAID and USG policies, strategies, requirements, and Excellent organizational, analytical and oral and written communication skills
