Job Summary: Under the responsibility of the Project Manager, the Inclusive Education Technical Officer (IE-TO) contributes to the project implementation by providing technical expertise and ensuring that the quality and impact of the project(s) concerned is optimised. IE TO works closely with the project’s technical team (see functional responsibility and internal linkage above). With technical guidance from the Inclusive Education Advisor (IEA), IE TO will provide disability inclusion and inclusive education technical support to the partner organizations in the project settlements. The position will also closely collaborate with HI’s project staff including PTs, OTs, and CBFs in the targeted settlements with support from HI regional and country staff (e.g. Regional Rehabilitation Specialist, MEAL manager).
Key Duties and Responsibilities:
Ensure planning and field coordination of project activities with internal and external stakeholders.
- Participate in monthly activity planning meetings, including daily, weekly, and monthly movement.
- Coordinate activities with the partners in coordination and with guidance from the Project Manager, Technical Unit, IEA, and the project team, ensuring coordinated activity planning and implementation within the project’s scope and following HI procedures and standards.
- Timely and quality drafting of activity TOR and reports
- Active participation in Case Management and Case Presentation with Technical Unit according to a pre-determined schedule.
- Contribute to the reports prepared by the Project Manager to the consortium partners on HI activities in the field and to donors.
- As needed, the position may be delegated to represent HI and the project in settlement meetings and produce report/feedback to the Project Manager
Technically support the partners to implement, facilitate and follow up, daily, the project activities by the project implementation plans for inclusive education service delivery.
- Support the partners to identify, analyze and remove barriers to education in communities and in schools.
- Support the partners to identify, make plans and support children with disabilities to enrol in school, following the procedure and guidelines in collaboration with the HI team and partners, using validated identification tools (e.g. Washington Group questions).
- Support the partners to identify needs and design and provide educational support for children with disabilities in classrooms/schools with OTs, according to the priority needs identified during assessment. As required, support teachers to develop, and implement Individualized Education Plan.
- Engage the partners to identify (with OTs) individual child’s needs for assistive technologies (ATs) and/or collective needs for accessible teaching and learning materials (TLM) for classrooms/schools, coordinate timely procurement with HI (Project Manager, logistics) amd/or partners prioritizing the local products for sustainability, and ensure appropriate and effective use of ATs and TLMs with required sensitization and training to teachers and peers.
- Following the training of trainers by IEA (and/or Regional IE Tech Specialist when needed), provide technical support to partners to roll out training on inclusive education for teachers, and to monitor/coach after training.
- Support the partners to monitor performance and participation outcome of the child, update record during school follow-up using standard tool, and coordinate with OT, PT and CBFs as required for follow up.
- Ensure that the partners construct accessible classrooms/latrines, procure and deliver inclusive and accessible TLMs, and use accessible communications at the field level
- Lead the daily coordination and weekly case management meeting with HI team (PT, OT, PSS) and partners where relevant to ensure multi-sectoral support.
Participate in project review, monitoring and data collection and MEAL activities.
- Participates and contributes to project inception, implementation, review, and reporting.
- Regularly updates child/family data record after every follow-up (at home, or in classroom), IEP (if this is the case), and re-assessment, and maintain complete documentation of each activity performed within the IEO capacity.
- Participates in technical meetings, case reviews, and regular project reviews (ISPR, BSS, Lessons Learned, etc.)
- Write and submit “human interest” stories and other testimonies and submit them to project managers and IEA for approval and submission to HInside, and the social media platform.
- Contribute to the project and donor reports following approved MEAL templates.
- Participates in capacity building and mandatory training allocated to staff in-country via HI Academy, etc.
Respect for HI identity, rules and policies; In coordination with the Human Resources Manager and the Project Manager:
- Know, understand, apply and respect the HI code of conduct and ethics, HI mandate and values, HI rules and operating procedure, HI policies (child protection policy, policy and mechanism for the prevention of and fight against bribery, the protection of beneficiaries from sexual exploitation and abuse policy) and make sure they are known, understood, applied and respected by its team
- Know, understand, apply and respect HI security rules and make sure they are known, understood and used by their team
Emergency preparedness and response
- Contributes to the program’s emergency preparedness actions and, during an emergency, adapts his/her work modality to contribute to HI’s effective humanitarian response.
Qualifications, Skills and Experience:
Mandatory
- The applicant must hold a Bachelor degree in Education (inclusive education a plus)
- At least three years of proven experience in education in Uganda (both development and/ or in emergency) in providing educational support to learners with disabilities, their families, teachers, and school management
- Knowledge in different schools of thought and explanatory models of disability and inclusive education and the application of certain tools
- Knowledge in international frameworks on inclusive education
- Knowledge in the networks of actors and professionals
- Working with multi-sectoral team
- Practical experiences in disability inclusion technical support for other organizations in the field
Desirable
- Working with an NGO (local/international)
- Experience in working persons with disabilities, especially Organizations of Persons with Disabilities
- Working in public or private schools, and in the community
- Working with education authorities (e.g. MOES, DEO)
- Experiences in humanitarian and emergency settings
Technical Competencies & Personal Skills required
- Producing clear, concise and responsible communication suited to the audience (adult or child, internal or external); adapting communication and messages to an intercultural environment, and remotely.
