About the USAID Project:
The USAID/Uganda Biodiversity for Resilience (B4R) Activity aims to support environmental and economic sustainability and enhance community resilience by conserving biodiversity in targeted ecosystems. Working alongside key government agencies like the Uganda Wildlife Authority (UWA) and the National Forestry Authority (NFA), the project focuses on landscapes such as Kidepo, Murchison, Budongo, Lake Mburo, Kalinzu Central Forest Reserve, and Kyambura Wildlife Reserve.
Job Summary:
As a Finance Specialist, you will oversee the accounting and financial management aspects of the USAID/Uganda Biodiversity for Resilience (B4R) Activity. Reporting to the Finance and Operations Director (FOD), your role will ensure compliance with national legislation, USAID regulations, and cost principles, and support efficient resource use. You will also supervise the Finance Officer, enhancing the financial management capacity of the B4R Activity.
Key Responsibilities:
- Review and ensure accuracy of financial transactions and compliance with USAID regulations.
- Develop and implement fraud mitigation practices and financial management systems.
- Prepare financial reports, manage cash requests, and oversee tax and statutory contributions.
- Coordinate with legal and accounting advisors and manage external audit liaisons.
- Oversee bank account management and ensure efficient banking services.
- Conduct internal audits and prepare for external audits.
- Monitor project’s accounts receivables and payables.
- Supervise and mentor the Finance Officer, including performance reviews and capacity building.
Qualifications, Skills, and Experience:
- Master’s degree in Financial Management with 3 years of experience or Bachelor’s Degree in Accounting, Finance, Business Administration with 5 years of experience.
- Professional accounting qualification (CPA Uganda qualification level 3 preferred).
- Minimum five years of experience in a similar role, preferably with a USAID-funded project.
- Strong analytical, organizational, and communication skills.
- Proficiency in Microsoft Office Applications.
- Willingness to travel to field offices as required.
