About URA:
The Uganda Revenue Authority (URA) was established by the Uganda Revenue Authority Statute of 1991 and set up in September of the same year as a central body for assessment and collection of specified revenue, to administer and enforce the laws relating to such revenue and to provide for related matters. This statute incorporated all the laws that were in force then regarding tax collection. The new organization (URA) amalgamated the three tax administration departments that were responsible for all the taxes collected by the Central Government of Uganda.
Job Summary: The Assistant Commissioner Learning and Development will Spearhead the development and implementation of staff Learning and development strategies/ initiatives with intent to enhance staff skills and competencies for efficient and effective service delivery.
Key Duties and Responsibilities:
Develop the URA Learning & development strategy geared towards equipping staff with requisite skills and competencies to augment achievement of the URA mandate.
- Guide the development of a comprehensive Learning & development strategy aligned with the corporate strategy.
- Guide the development of a structural process of identification and analysis of Learning & Development gaps/ needs throughout the organization.
- Ensure all Learning and Development requirements are line with the URA mandate and cater to staff competence gaps and needs.
- Liaise with relevant stakeholders to develop Learning and development programs/ Initiatives for the short term and long term
Establish mechanisms for maintaining standards of the Learning Institute to enhance achievement of the Learning & development strategy.
- Define, promote and maintain the Training Institute’s Learning and Development standards in line with changes in trends, best practices, and standards for effective service delivery.
- Identify facilities for offsite training and liaise with the procurement unit to secure them.
- Set, oversee and review the terms for contractors charged with maintaining the Training Institute.
- Establish mechanisms for maintaining the integrity of the Training Institute, the safety and security of all users at all times.
- Elevate URA Training Institute’s profile, project its image and promote the brand through engaged representation at conferences, meetings, and public events.
Guide the development and monitor implementation of Knowledge management initiatives in order to enhance Knowledge acquisition retention, and facilitate business continuity.
- Develop the policy framework and strategy on knowledge retention in line with the URA’s knowledge retention strategy.
- Continuously develop feasible and practical solutions to strengthen URA’s knowledge retention capability and business practices.
- Lead the designing of Knowledge management tools for identifying Knowledge gaps or needs across the Authority.
- Monitor the implementation of the URA knowledge retention strategy and adherence to the policy to establish areas for changes/ continuous improvement.
Guide the Implementation and Evaluation of Learning & development processes to ascertain impact and value for money.
- Oversee the development, implementation and review of learning curricula to keep them relevant to the tax administration needs across the region.
- Oversee the development and implementation of e-Learning framework.
- Put in place mechanisms to support operational research that enhances Learning, innovation and creativity in the tax administration.
- Guide the Identification and maintenance of a pool / database of in-house and external resource persons, examiners, agencies and networks.
- Guide the development of comprehensive and timely reports on staff development programmes.
- Develop mechanisms for evaluation of the implementation of staff development programmes and impact of staff performance to ensure positive return on investment for the institute.
Lead the preparation and monitoring the utilization of the staff development resources to ensure proper resource utilization and inform decision making.
- Guide the development of the staff development budget, procurement plan and expenditure plan in line with the approved Corporate plan.
- Monitor and evaluate the implementation of the corporate staff Training & Development budget.
- Oversee the selection, supervision, monitoring and evaluation of learning facilitators/ service providers / consultants hired
Develop and monitor the implementation of programs to improve the capacity, motivation, performance and productivity of staff in the division so as to enhance the quality of their service delivery.
- Develop and communicate the strategy and work plan for the division
- Lead, guide and support the division in performance planning, monitoring and evaluation processes and account to management, the performance of the department.
- Develop and guide the implementation of staff motivation programs
- Lead the identification of capacity gaps in the Division, approve suitable development programs and establish strategies to monitor their implementation.
- Create and continually enhance an enabling environment to enable all staff to maximize their performance, innovation and creativity potential
- Lead the development of a culture of client orientation in the division
- Provide coaching and mentoring for staff as well as set up frameworks for their coaching and succession planning
Qualifications, Skills and Experience:
- The ideal applicant should have Master’s in Education Management, Learning and Development, Organizational Psychology, Business Administration or related degree with a bias in Training or Human Capital development.
- Bachelor’s Degree in Education, Human Resource, Business Administration or related degree with a bias in Training or Human Capital development.
- Leadership Training
- Registration with a relevant body
- Training in Tax Administration
- Training of Trainers
- At least seven (7) years’ working experience in managing a Training institute, five (05) of which should have been attained at Middle Management level in a large organization.
- Proven track record of learning program development, career management, Succession Management, Design, Developing and implementing learning programs
- Experience in implementing Training and development interventions across large organizations in the public or private sector
- Hands-on experience with Project Management and Budgeting
- Proficiency in Learning Management Systems (LMS)
- Knowledge of the Uganda Employment Act and the URA Human Resource Management Manual
- Knowledge of designing & Implementing Training and Development Programs
- In-depth understanding of URA Staff Development Policy
- Knowledge of tax laws and URA processes and policies.
- In-depth understanding of traditional and modern training methods
- Conceptual, analytical and problem solving skills
- He/she possess ability to Influence and negotiate with Management, Staff and Other Stakeholders
- Ability to develop, motivate and influence a team of Managers towards the realization of the Division’s mandate
- Demonstrated creativity and innovation capability
- Strong problem diagnosis and solving skills
