Key Duties and Responsibilities:
- Implementing the defined standard order management process ensuring effectiveness and efficiency in procurement, transport and warehousing
- Managing procurement visits and supplier appraisals on a regular basis to offer permanent support to the direct and indirect missions supported
- Support the purchase of medical and logistics articles during emergency response
- Ensure that emergency stock is monitored and replenished (according to the mission EPREP strategy)
- Communicate with the regional mission to purchase medical and logistics items in the emergency context
- Collaborate with suppliers and develop a close relationship for maximum support during emergency
- Assure supply activities management during emergency according to the agreed supply procedures for emergency response
- Participating in the definition of the HR set-up related to supply and managing the capacity of the department to meet project demands
- Ensure that the supply activities within regular and emergency intervention are stable and proposes strategic adjustments and resources (re) allocation when needed
- Monitor, evaluate and account for the overall site supply chain management ensuring efficient supply management
- Participating in the validation of the suppliers, transport companies, freight forwarders proposed by the supply and procurement supervisors together with the technical referents when needed
- Support the Project Supply Manager in supervising‘ monitor and assessing the procurement, warehouse and transport department
- Support the Project Supply Manager in his absence to fulfil all his responsibilities

- Supporting actively the Project Supply Chain Manager in the definition and update of the site (project or capital) annual planning and budgets in line with MSF’s protocols, standards and procedures
- Assure supply activities during an emergency are compliant with regular procedures, processes and principles
- Guide the supervisors accordingly to attain and achieve the supply strategy in support of the overall mission strategy
- Ensure that the activities carried out adhere to the SOP‘s, validation tables and authorized spending
Qualifications, Skills and Experience:
Education:
- Essential – Enterprise Resource Planning software experience
- Essential – Computer literacy (Word, Excel, Outlook and lnternet)
- Essential – Bachelors in Supply Chain Management (Or related subject)
- Desired – CIPS certificate is an added advantage
- Desired – CILT certificate is an added advantage
Experience:
- Minimum 3 years of experience in procurement Previous experience with MSF or another NGO is an added advantage Previous experience as a volunteer is added advantage Experience managing teams
- Competences/ Skills: Analytical and conceptual thinking, Managing stress, Communication, Teamwork, Planning setting standards and monitoring work, Strategic thinking, Leadership, Judgement and knowledge Commitment, Flexibility, Stress Management, Results
Languages:
- Essential- English (reading, written and spoken)
- Desired – French (reading, written and spoken is an asset
- Desired – Swahili and Luganda is an advantage
