Background of Lugogo Vocational Training Institute

Lugogo Vocational Training Institute (LVTI) is the oldest Vocational Training Institute in Uganda. It started way back in 1954 by then Colonial Government after the Second World War as a National Trade Testing Centre to take care of service men who were trained on job in different fields / courses thereafter got involved in the second world war on Vocational / Technical side, this implied they had skills which needed to be tested and certified so that they would be easily integrated in the community and world of work.

In 1972 under the Industrial training Decree No. 2, the Directorate of Industrial Training (DIT) and Industrial Training Council (ITC) were established and the Council was mandated to start any training scheme gearing towards improving industrial productivity hence various innovations and job creation within community. On that background, Industrial Training Council (ITC) agreed and resolved in 1976 to convert the National Trade Testing Centre into a training institution under the name “Vocational Training Centre – Lugogo” located in Kampala mandating it with the implementation of Apprenticeship and upgrading training on top of carrying out Trade Testing and certification of trainees in different fields / courses by Directorate of Industrial Training (DIT). Unfortunately, in 1979 Liberation war affected most of the infrastructure in Kampala and Vocational Training Centre – Lugogo (VTC-L) was never spared. It was totally vandalized and looted which caused training to be stalled for some time because buildings, tools, equipment and machines were destroyed and others stolen as it has been stated above. As the center tried to limb as far as training is concerned, Uganda Government through Ministry of Labour realized the dire situation the center was in; it laid strategies of renovating and rehabilitating it. In 1988, the Uganda Government requested for international assistance to refurbish the Centre. The German Government responded positively in 1990 and channeled assistance through German Development Corporation (GTZ) in form of building, renovation, personnel development, purchase of some machines, equipment and tools which went on till late 1992 when they winded up the project.

In February 1992, the performance of Vocational Training Center – Lugogo was evaluated and it was highly appreciated by the Industrial Training Council (ITC), thereafter resolved to upgrade it further to start formal training offering National Certificates in Vocational / Technical courses and other special training programmes to be certified by Directorate of Industrial Training (DIT). In 1996, Vocational Training Centre – Lugogo (VTC-L) secured Uganda National Examination Board (UNEB) Centre Number UT 092 and started examining both Directorate of Industrial Training (DIT) Trade Test and Uganda National Examinations Board (UNEB) Examinations.

In 1998, implementation of Government policy of transferring all training institutions from mother Ministry to Ministry of Education and Sports was effected. This made Vocation Training Centre – Lugogo (VTC – L) which was under mother Ministry of Gender, Labour and Social Development to be transferred to Ministry of Education and Sports. In November 2000, due to constant demand by stake holders, Vocational Training Center – Lugogo was granted permission to be renamed hence calling it Lugogo Vocational Training Institute (LVTI).
