Background of Uganda Institute of Information and Communications Technology

Uganda Institute of Information and Communications Technology (UICT), located at Plot 9-21 Port Bell Road, Nakawa, Kampala, Uganda, was established in 1965 as the East African Posts and Telecommunications Training Centre.

Following the enactment of the Uganda Communications Act, 1997, the training centre was transferred to the Uganda Communications Commission. The Commission changed the name of the centre to Uganda Communications Institute, and later to the present name of Uganda Institute of Information and Communications Technology.

In October 2005, UICT was established as a public tertiary institution by the Ministry of Education and Sports under the Universities and Other Tertiary Institutions Act, 2001. In November 2007, the Ministry of Education and Sports transferred the management of the Institute to the Ministry of Information and Communications Technology(MoICT). This followed a decision by the government which identified the Institute to be of strategic importance in the transformation of the Ugandan society through ICT training and application.

Following the enactment of the Uganda Communications Act 2013, UICT was again transferred back to UCC which manages and operates it.

The Institute offers training in all fields related to the communications sector; including Telecommunications Engineering, Computer Engineering, Information Technology; and Business and Management studies.

The supreme governing body of the Institute is the Governing Council which sets policy for the Institute. Academic matters are the realm of the Academic Board. Quality assurance is overseen by the National Council for Higher Education which is the Regulator of higher education in Uganda.
