Job Summary:   The Cash and Markets Officer will contribute to the successful design and implementation of cash-based interventions in refugee Settlements in West Nile and any other area of operation for DCA. The activities shall include, Monthly multipurpose cash transfers, cash handling and transfer issues to beneficiaries, market assessments, post distribution monitoring, market price monitoring, complaints and feedback handling.

The Officer plays a varied role in coordinating cash and markets activities, including supervision of Cash and Markets Assistants.

Key Duties and Responsibilities:  

  • Conduct cash transfer feasibility and market assessments
  • Oversee the identification, registration and verification of cash transfer beneficiaries.
  • Support in the baseline and end line surveys with support from the monitoring and evaluation team on CBI.
  • Support the Cash and Markets assistants to prepare requests for cash distribution for beneficiaries in a timely manner and ensure coordination with service providers for the cash transfers.
  • Ensure all cash transfer activities are implemented in in accordance with donor requirements and as per the quality standard and agreed detail implementation plan.
  • Ensure quality of project out puts through regular supervision and monitoring exercise to the project locations.
  • Together with the M&E team, participate in Post distribution monitoring (PDM) in Omugo and Imvepi refugee settlements.
  • Monitor and track all market complaints though the Assistants and empower them to provide timely and effective feedback.
  • Provide timely high quality project progress reports both for DCA internal and donor and external requirements
  • Collect lessons learned, best practices, cases studies and support knowledge management
  • Closely follow up on day to day implementation of cash transfer activities and take corrective action to achieve key result indicators and other project targets and goals as specified in project proposal.
  • Support in organizing trainings on financial literacy, entrepreneurship among others.
  • Develop and maintain positive working relationships with DCA staff, national and local authorities, international and national organizations as well as technical focal points in food security and agribusiness, coordinate all planned projects with OPM, UNHCR, donors and other development agencies to ensure consistency with cluster priorities.

Qualifications, Skills and Experience:

  • The ideal applicant for the DCA Cash and Markets Officer job must hold a Bachelor’s degree in business or other related field
  • Four years’ experience in cash-based transfer programming including e-voucher and mobile cash, CfW and market assessments.
  • CaLP training level 2 an advantage
  • Experience with market facilitation, supporting systemic change and promoting services directly
  • Experience of digital financial solutions and using mobile messaging
  • Experience of working with Mobile Monitoring Technology (MMT)
  • Experience of working in Humanitarian sector
  • Financial inclusion including VSLA
  • Practical experience in working with mobile Network operators
  • Very good communication, report writing skills and facilitation skills
