OVERVIEW

Save the Children seeks a Chief of Party for a USAID-funded Locally Led Development Innovation in Uganda working with coalitions of stakeholders, including non-traditional partners, to co-create and collaborate on push-pull market strengthening solutions to increase participation of refugees and their host communities (both individuals and/or groups of refugees or community members) in market-driven, sustainable livelihoods. Solutions should leverage the strengths of both the humanitarian and development systems, and can include applied research and development of approaches and interventions that generate data towards an evidence base that can inform and practically guide programming in both humanitarian and development settings.

The Chief of Party (COP) is the key leadership role for this project and will be responsible for managing all aspects of the program including meeting the objectives of the project while providing overall technical, administrative, operational, and logistical management, with a focus on achieving the results defined in this BAA. The COP is responsible for developing a strong, integrated and coherent vision for a locally led development program, initiating innovative strategies across all pillars of activities. The COP will act as the key liaison between USAID/Uganda and all other counterparts, including local organizations and partners. The COP is expected to lead and/or participate in strategic and high-level policy forums and meetings with various actors and advocate for broader refugee issues. The COP will ensure adherence to overall technical and programmatic quality in implementation and the timely submission of all deliverables to USAID, including annual work plans, performance monitoring plans, semi-annual reports and annual reports as may be required.

To be a strong supporter and advocate for children in this role you will need to have:

  •  Master’s Degree in business administration, public administration, agricultural economics, international development, or a related field combined with a minimum of seven years of progressively increasing management responsibility in international development projects, at least five years of which must be in the field is required (three plus years of applicable experience can substitute for a Master’s Degree
  •  Exceptional leadership skills managing projects of similar size and scope, as well as prior experience effectively managing USAID activities involving implementation by coalitions with multiple sub-awardees
  •  Demonstrated experience managing refugee programs and with private sector engagement and livelihood support
  •  Proven experience in program implementation and financial reporting, as well as recruiting, developing and managing staff
  •  Demonstrated ability to build and maintain relationships with host governments, donors, and other donor-funded projects and stakeholders, local organizations and partners
  •  Familiarity with USAID regulations and policies
  •  Demonstrated understanding and experience in adaptive management, research and learning techniques
  •  Proven experience in a leadership role for a project addressing issues related to resilience or similar is required
  •  Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations
  •  Excellent oral and written communication and interpersonal skills in English
  •  Familiarity with the political, social, economic and cultural context of Uganda as it relates to regional dynamics and refugee needs; prior work experience in country is required.
  •  Experience working in both humanitarian and development programs
  •  Familiar with the Comprehensive Refugee Response Framework
