About USAID RHITES-EC Project:
University Research Co., LLC (URC) is implementing the USAID Regional Health Integration to Enhance Health Services in East Central Uganda Project (USAID/Uganda RHITES-EC) whose aim is to support the implementation of a comprehensive integrated investment in regional health, nutritional assistance and HIV/AIDS programs. The five-year project targets 11 districts in East Central Uganda with an estimated total population of 4.1 million through a district-based integrated package of quality health, nutrition, HIV / AIDS and child development services.
Job Summary: The Cluster Monitoring and Evaluation Officer is responsible for supporting the implementation of the project’s monitoring and evaluation agenda, including ensuring strong systems to measure and document program implementation processes, outputs and results by routinely and systematically collecting, analyzing and presenting program data to project staff, districts, partners as well as donors.
Key Duties and Responsibilities:
- Coordinate with Senior M&E Advisor and other project teams to implement robust M&E systems, identify and monitor key program activities to document results and attribution;
- Oversee the collection, analysis, and reporting of cluster data to inform programing at cluster level;
- Carry out data verification and quality control & improvement activities at health facilities to ensure quality DHlS2, HIBRID (includes HIBRID-DHlS2 synchronization), and other data is collected;
- Work with M&E Specialist for community to strengthen community M&E systems (includes LQAS) in the cluster through ensuring availability of data collection tools, equipping district community teams with data collection skills and reporting in time to submit in DHISZ;
- Support the District HMIS teams to ensure that relevant HMIS reports, HRIS reports (aggregated data] are entered into the DHlS2 & HRIS [pre-designed electronic system by MoH);
- Ensure HIBRID (PEPFAR indicator data] data is entered timely in HIBRID system, as well as additional project data entered in project data management platforms (ODK, SURGE data).
- Mentor and coach District HMIS teams [both facility based & District based) on appropriate use of HMIS data collection tools for data recording;
Qualifications, Skills and Experience:
- The applicants for the USAID RHITES-EC Cluster Monitoring and Evaluation Officer career placement must hold a Bachelor’s Degree in Statistics, Quantitative Economics, Public Health, Demography, Social Sciences;
- A minimum of three years of relevant professional experience in leading M&E processes, including routine health and survey data management and survey activities for complex health systems strengthening and for service delivery programs;
- Experience with providing HMIS support in a Health Systems Strengthening approach, in HIV/AIDS, malaria, family planning, maternal, newborn and child health, or nutrition is desirable;
- Extensive knowledge on use of Microsoft Excel, SPSS, STATA, GIS;
- Demonstrated expertise in both quantitative and qualitative research methods {including visual analysis];
- Experience in HMIS capacity building;
- Experience with conducting Lot Quality Assurance Sampling {LQAS} studies.
- Excellent oral and written communication skills;
- Demonstrated interpersonal and teamwork skills with ability to lead multi-disciplinary teams;
- Proven ability to set priorities, multi-task, and work collaboratively as well as independently.
