Job Summary:   The Compliance Officer develops and implements Pathfinder’s organizational compliance program. Conducts periodic risk assessments and develops risk management and mitigation plans to ensure compliance with applicable US and international laws and regulations; governmental and nongovernmental donor requirements; and Pathfinder policies, procedures and standards of conduct.  Develops and implements a compliance training program. Provides guidance on best practices for the development of policies and procedures, and maintains Pathfinder’s library of policies and procedures.  Works with senior leadership to enhance the organization’s focus on compliance and to integrate compliance into organizational processes.

Key Duties and Responsibilities:  

  • Review Pathfinder Uganda transactions for conformity with generally accepted accounting principles, Pathfinder International policies and US Government Auditing Standards as applicable.
  • Review accounting records for adequacy of documentation, safety and ease of availability.  This includes periodically visiting Pathfinder field offices to review accounting records and systems and making appropriate recommendations.
  • Review procurement and management of supplies and equipment to confirm adherence to organizational policies on procurement and contracts.
  • Review the adequacy of and provide recommendations on the internal control systems that safeguard the organization’s assets.
  • Carry out periodic spot checks on Pathfinder International Uganda sub awards for compliance with sub award agreements. Carry out end of project audits for a sample of Pathfinder International Kenya sub awards.
  • Review sub recipient program and financial reporting compliance and internal report monitoring systems and recommend improvements as needed.
  • Design and implement a monitoring system to confirm that items reported by IPs as distributed to beneficiaries have been received by beneficiaries (with evidence of receipts on file) within the reported periods. Periodically conduct IP supply distribution checks and assist Programs staff to ensure complete documentation of such.
  • Design and implement an appropriate monitoring schedule to verify the accuracy and validity of planned payees and training participants. Conduct spot checks at training courses, meetings and other payment sessions such as volunteers’ meetings and drama group sessions, to confirm that the recorded participants agree with the actual numbers among other audit objectives.
  • Participate in the process of external field office and sub recipient audits and assist with follow-up and closure of audit findings
  • Develop a schedule and implement periodic checks of: HR files for relevant documents; fixed asset register (accuracy and frequency of updates); supply stores records; withholding taxes (compliance with Kenyan law and timeliness of payment); and follow up actions for liquidation of outstanding advances.
  • For project closeout, review checklists and exercises and ensure comprehensiveness and timeliness of actions.
  • For all internal audit assignments carried out, prepare concise reports detailing criteria, conditions, cause, effect and recommendations. Ensure that there are management comments solicited for every condition and recommendation given.
  • Carry out follow-up exercises to ensure that all recommendations made during the internal audit exercises are adhered to and if necessary organize for training to fill any gaps

Qualifications, Skills and Experience:

  • The applicant for the Pathfinder International Compliance Officer career placement must hold a Bachelor’s degree in Accounting or its equivalent; Master’s degree preferred
  • Certified Public Accountant (Uganda)
  • At least five years of internal audit experience in public, nonprofit, or federal accounting
  • Experience with/knowledge of US Government rules and regulations, on sub awards e.g. USAID, CDC, or other donors
  • Minimum of seven-years’ experience in systems compliance, legal, finance, audit or program management, including experience in executing organizational strategies, systems and processes
  • Able to work with minimum supervision and under pressure
  • Demonstrates adaptability and flexibility in all aspects of working
  • Excellent written and interpersonal communication skills
  • Excellent computer proficiency including use of Computer Assisted Audit Techniques (CAATs)
  • Demonstrated tact and diplomacy in dealing with implementing partners, interpersonal and communication skills and ability to proactively identify and address audit compliance issues or needs.
