About US:

Living Goods (LG) is an NGO focused on improving lives by ensuring every woman and child has access to basic healthcare at the community level. LG currently operates in Uganda and Kenya with the head office in California, USA. It counts nearly 250 staff based either in capital cities or in the field. LG is expanding rapidly and plans to grow to approximately 1,000 employees across Africa by 2023. The current staff count is 310 overall with nearly 160 in Uganda and 137 in Kenya.  Given our plans for growth and appreciation of the need for risk management, LG needs to ensure its approach to and management of health and safety are fit for purpose.

Job Summary: LG seeks a suitably qualified and experienced consultant to undertake a health and safety review of our operations across Uganda and Kenya. Following the review, the consultant will review and develop policies, procedures, resources and training aimed at optimizing the effectiveness of LG’s approach to Health & Safety.

Scope of work

  • Conduct a gap analysis of LG’s existing staff health, safety and training policies, procedures, guidelines, work instructions, etc including consulting with key members of staff
  • Recommend changes to existing policies, procedures, guidelines, work instructions, roles, etc., to bring LG in line with best practice in the international development sector and legal/funder compliance and remedy deficiencies identified from the gap analysis, taking into account the diverse nature of LG’s workforce and operating environments.
  • Develop new written policies, procedures, tools and other related resources to be included in the Health and Safety Manual.
  • Conduct a training needs analysis
  • Develop a training program with supporting materials and deliver a Training of Trainers (ToT) for relevant LG staff in KE and UG.

Deliverables

  • Draft and final gap analysis report. This report will include outcomes of the review of existing work health and safety documentation and recommendations for improvement improvements including staff that should be responsible;
  • Documented policies, procedures and other related tools and resources (to address gaps identified)
  • Training needs analysis
  • Training resources – materials and tools
  • ToT program

Timeline

  • Application by 25th April 2018
  • Gap analysis by 31st May
  • Documents on policies, procedures, etc. by 30th June
  • Training delivery mid-late July

Application/Proposal

  • The proposal is to outline the experience, capacity and capability to undertake the scope of work within the specified timeframe.
  • Submissions are to include a clear and consistent approach to this work, supported by a project plan indicating the key activities, milestones and deliverables.
  • In addition to providing the proposed approach and activities to be undertaken, the consultant should also provide:
  • A breakdown of proposed costs;
  • Curricula vitae of consultant(s);
  • Salary history/bio-data to justify proposed consultant rate; and
  • Other supporting information deemed to be relevant to the ToR.

Consultants will be shortlisted on the basis of past experience in handling similar types of projects/assignments in the international development sector in Africa.
