Job Summary: The programme and Finance and Officer will support TDDAP Country activities in all operational and financial aspects of the programme ensuring compliance with contractual requirements and local law. Responsibilities will include administrative, financial and coordination support to country project activities such as: monitoring financial expenditure, budgetary controls, procurement for works and services contracts as well as coordination of local events and activities, including consultants assignments. S/he will support the Country Coordinator and the Finance Manager.
Key Duties and Responsibilities:
Operational Management
· Support daily administrative operations of the Country project, including human resources, procurement, accounts and record and file management.
· Act as a focal point of administration, procurement and human resources services, and work in close collaboration with DAI home office.
· Ensure coordination of in-country activities providing administration, logistic and finance support are provided on time and in line with DAI protocols
· Provide logistical support to facilitate successful visits and assignment from TDDAP visitors being TDDAP team, partners, consultants or other stakeholders. This will include, invitation letters, accommodation booking, support with in-country travel and airport transports support to meetings coordination
· Provide vehicle logistics management
· Ensure that administrative records, and project personnel documentation, are well-organised, maintained and updated.
· Ensure that TAMIS is fully implemented as the project management systems and fully utilized to ensure clear audit trails are maintained;
· Maintain filing and archiving systems of administrative and financial documents and records.
· Financial Support
· Support the daily financial operations of the Country project, which may include: Budget monitoring, financial projections and cash flow management ensuring bank reconciliations (if relevant) and wire requests are submitted correctly to ensure timely transfer of funds.
· Ensure Time sheet recording
· Liaise with Country coordinator and Budget holder to collect data and enable changes to forecast.
· Support TDDAP Finance Manager in all aspects of TDDAP administrative and financial management, including budgeting, tracking, reporting and accounting finances and procurement ; office facility (as relevant) and, human resources and vendor contracts.
· Support Finance Manager to input budget and forecast changes into TAMIS.
· Prepare analysis and commentaries to support Finance Manager for decision related to budget and forecast
· Understand the contracting model and principles and ensure project budgets are monitored and effectively managed.
· Monitor and minimise project non-billable costs.
· Support the drafting of financial reports and ensure compliance with key DFID and DAI requirements.
Support to DAI corporate
· Provide support to business development activities including through intelligence gathering, e.g. in-country tax and VAT rules or local labor law
· Develop productive working relationship with beneficiary representatives to ensure effective delivery of specific outputs.
· Comply with DAI Ethics and Security policies, including completing DAI ethics training annually.
Inception Phase Responsibilities: The programme will commence with a four-month inception phase. The programme and finance Officer will take responsibility for the following inception phase activities and deliverables:
· Be heavily involved in the office set up and management, financial systems (including bank accounts as relevant) and team mobilisation;
· Support on preparing the budget for Year 1 and country budget;
· Support the development of Country Quality and operations manuals (e.g. operations manual; procurement manual etc).
· Additional relevant and appropriate tasks as per the Programme ToR, DAI’s Technical Proposal or Country Coordinator requests.
Qualifications, Skills and Experience:
· The ideal candidate must hold a Degree in a field relevant to international development and health
· At least three years’ work in international development in respective technical area.
· At least 4 years’ experience in providing logistical and financial support to development projects
· Knowledge of accounting systems an advantage
· Working experience in a development environment alongside experience working with European and International Donors.
· Commercially astute with demonstrable aptitude in client service and management
· Good understanding of programme management systems, programme coordination and standards and best practice
· Good understanding of financial systems and protocols and budget monitoring
