Job Summary:  The Deputy Chief of Party (DCOP) for the Regional Health Integration to Enhance Services in Eastern Uganda (RHITES-E) funded by the United States Agency for International Development (USAID). RHITES-E is a five-year (May 22, 2017 – May 21, 2022) Activity implemented by an IntraHealth International-led consortium, which includes The AIDS Support Organization (TASO), the Malaria Consortium, Communication for Development Foundation Uganda (CDFU) and Medic Mobile. The purpose of USAID RHITES-E is to increase utilization of high quality health services for approximately 5.3 million Ugandans living in 23 districts in Eastern Uganda

The DCOP will be responsible for the: 1) development and implementation of a robust annual workplan; 2) development and implementation of a community engagement strategy; 3) documentation and use of data for decision making; 4) identification and documentation of RHITES-E’s best practices; 5) programmatic and technical report writing; 6) collaboration with national, regional and district stakeholders to ensure the strategic and technical visibility of RHITES-E ‘s work; 7) partnership building with our principal donor-USAID Uganda. In the absence of the COP, the DCOP will assume overall leadership and management responsibility for the RHITES-Activity. The DCOP will also take the lead in coordinating program development, implementation and reporting, and will work very closely with the Directors for: Health System Strengthening, Health Service Delivery, Monitoring Evaluation and Learning and Finance Management and Operations to oversee the Activity’s major components, and to ensure results and synergy in the development and implementation of the Activity.

Key Duties and Responsibilities: 

  • Support the COP with all aspects of project operations including, technical oversight, human resources, recruiting and training and developing an organizational chart with distinct roles and responsibilities
  • Ensure daily operations of implementation activities are on schedule and that reports, new plans and budgets are prepared with sufficient lead time to get the necessary approvals
  • Support COP in compiling and disseminating high-quality periodic reporting in line with USAID and IntraHealth requirements (quarterly and annual progress reports, quarterly financial reports etc.)
  • Document lessons learned and organize learning and sharing opportunities between project and external stakeholders.
  • Supervise the Community Engagement Team Lead and Unit
  • Initiate and facilitate regular technical meetings to review program implementation, and identify measures to overcome implementation bottlenecks and enhance quality of deliverables;
  • Provide technical and quality assurance assistance and support to the RHITES-E Activity staff including sub recipients for the identification and coordination of day-to-day implementation and data use focused on technical assistance that advances promising and evidence based programming;
  • Work closely with the RHITES-E directors and staff on documentation to ensure visibility of the RHITES-E Activity, highlighting innovations, strengths, results, lessons learned and impact, in blogs, peer review journals, technical briefs, and conferences;
  • Work with the MEL Director to organize learning and sharing opportunities between the Activity staff, intra/inter district and intra/inter health facility;
  • Assist the COP and project leads to develop and act on project learning plans, performance dashboards and portfolio review meetings;
  • Represents IntraHealth at a variety of national and international health and development fora, as requested by the COP and as approved by USAID Uganda
  • Provides guidance in the identification, establishment and ongoing cultivation of project private sector partnerships and alliances needed to meet RHITES-E’s cost share.
  • Keep up to date with current implementation science and state-of-the-art service delivery approaches.

Qualifications, Skills and Experience:  

  • The ideal applicants for the Intrahealth International Deputy Chief of Party (DCOP) job placement should hold a Master’s degree or higher in Public Health, Social Sciences or equivalent field
  • At least ten years of progressive responsibility in leading large health systems strengthening programs in Uganda or East Africa countries.
  • Experience working with USG directly or as an implementing partner, strong familiarity with other health services USG initiatives, and considerable experience working with the host government preferred
  • Proven ability to effectively interact with national, district and community authorities, the USG and other donors, as well as other implementing partners
  • High level of interpersonal, technical, and analytical skills including a demonstrated ability to interact effectively and collaboratively with a broad range of public and private sector counterparts and other key stakeholders
  • Proven oral and written communication skills in English leading groups towards program results
  • Strong skills and a track record in strategic visioning, leadership, networking, and problem-solving
  • Demonstrated past achievements in capacity building and fostering team work for desired results
