Key Duties and Responsibilities:
- Participates actively in the definition and update of annual project planning and budgets through the definition/revision of the mission supply chain strategy
- Defines and revises the mission supply strategy together with the coordination team according to the mission’s context and the operational needs, in line with MSF’s protocols, policies and standards, and ensures its implementation, monitoring and evaluation.
- Coordinate with regional Supply Managers and Logistics coordinator for greater collaboration to develop the position of SUKA within the region and working relationship with SUKA
- Coordinate with E cell for the management and effective delivery of E-prep stock within the region
- An efficient supply administration and provision of adapted tools to support the different supply activities
- Defining, monitoring, evaluating and ensuring the implementation of the strategies and overall supply activities in line with MSF standards, protocols and procedures
- Directly supervise the Project Supply Chain Manager in Charge of Supply Chain
- Ensure purchases are carried out according to MSF standards to provide the best value for money and effective competition
- Develop a supplier database to enrich potential suppliers MSF can call upon to meet its needs
- Standardization of warehouse management focusing on medical stocks and the interactions with the distribution points
- Monitor the movement of E-prep stock and carry out reporting fortnightly, monthly and bi-annually
- Develop the use of multiple suppliers for transportation and maintain a roster of responsive suppliers for the road, sea and air needs
- Develop the capacity of prequalified suppliers to improve their responsiveness towards the needs of the supply department
- Coordinate the position, challenges and movement of cargo throughout the network with the project and send weekly reports to the missions
- Defines the HR set-up related to supply (team sizing, organization charts, job descriptions, division of roles, tasks and responsibilities), manages the supply team in the mission and participates in the selection, follow up, the support (training-mentoring-coaching), the evaluation and the development of the staff hierarchically and functionally supervised.
- Emergency orders are prioritized and best suppliers are selected for rapid response with respect to procurement principles
- Ensuring that SUKA supply support to regional mission is efficient, effective and adequate in terms of lead-time, communication and planning
Qualifications, Skills and Experience:
- The ideal candidate must hold an advanced degree in supply chain management, procurement, logistics, or an equivalent essential degree and specialization in Logistics/Supply Chain.
- Six years of progressive experience in supply chain, procurement and logistics management in the NGO sector, within complex/large scale country programmes and in emergency response/humanitarian environments.
- Proven experience in all technical areas of supply chain operations including procurement, logistics, transport/distribution, warehousing and stock management, asset management, communications.
- Experiencing in managing and supervising others in logistics and procurement functions.
- Ability to synthesise and analyse information, and make clear, informed decisions
- Ability to build relationships quickly with a wide range of people, both internally and externally
- Strong planning, management and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities
- Cultural awareness, with strong written and spoken communication and interpersonal skills in English
